Supposedly it's because green and white are creature colors so green should have access to early fatties as long as there's a prohibitive mana cost. Technically GG is that. Not to mention vanilla creatures in general don't really matter in Constructed (notable exception is a 2/1 1drop which now get effects too so hey).

So as long as they are printed at uncommon or higher to not blow up limited they are fine.

Yes, that it doesn't go in the same deck as Sphinx's Revelation.

Scars in general was the balancing part of R&D just doing a whole bunch of coke so even for a casual observer it was impossible to miss just how dumb it had gotten. Green instant speed permanent removal, Mental Misstep and basically every Phyrexian Mana card that wasn't total trash, Obliterator. (Which wasn't even good! Show that card to a player in the mid 2000s! People thought Watchwolf was over the curve when it was revealed!)

Obliterator might have been playable if Dismember hadn't existed. It's kinda hard to explain to a casual observer why Obliterator is fine, but Dismember is broken. But Phyrexian mana managed to both break the color pie and the mana economy system.

Wizards really should have known better, but eh, it was an interesting experiment - let's not do that again, ever.

Batterskull was another very pushed card. Scars also proved that you could print pretty much anything in the 6-7 range - Karn, Wurmcoil Engine, Steel Hellkite...

ZEN-NPH was a pretty nutso Standard format. Fetchlands, Preordain, Bolt, Jace, Splinter Twin+Deceiver Exarch, Stoneforge Mystic, Batterskull, Dismember, Valakut, both Condemn and Oust (which saw little play!), Colonnade, Goblin Guide, Searing Blaze, Zeniths, Titans, Tempered Steel...

Zendikar and Mirrodin by themselves broke the Modern and it has reached a point where people speculate for a new Arena based eternal format because anything that would significantly alter Modern would have to blow up Standard.

Nah, R&D use a lot of tricks to bring new stuff into Modern.

The most usual one is printing a new piece for a Modern deck, without the enablers to make it good in Standard (like that new Elf lord)

Some day they'll predictably print a Zombie with the text box of Blood Artist and another one with the text box of Goblin Bombardment and people will cream their pants.
