Izcalli's internal coding makes it seem like he was planned to be playable. They gave him level 120 stat growth and I don't think any NPC only has that. And if they had to cut anyone from LB7 it would be him first of course.
LB7 development was a mess so that would make sense.
The 3d map was really cool but man, things probably would have been better all around with a normal map.
Nasu commented that he expanded Tez' role from his original plan after he learn more about him, so maybe they originally planned for Izcalli to have a bigger role before they decided to just BOOM, HEADSHOTing him and put him under the rug right before the climax.
Maybe they were debating between him and Tenochi to be playable, and that second ascension was too good to pass for them probably.
EDIT: About a Izcalli/Tenoch ship, it is fun to imagine Izcalli joining Chaldea only to be horrified at what Tenochi has become with her summer version.

I'll probably dump some proper thoughts at some point in the coming days in a wall of text no one will read, but Izcalli and Mexico-chan were a big whatever. At least Tenochtitlan got one (1) good scene if not two.

What are the list of NPCs with their own battle sprites? Off the top of my head, Izcalli, Neucrate, and Umisachihiko recently, but obviously there have been many.
And yeah Izcalli is a glaring omission from LB7. Two things they need to do, LB7 summer to follow up on Eresh and Kukulkan's rematch, and an Avenger event for Camazotz, Nitocris, and Izcalli.
I would like to see Eresh Alter again in general yeah... just make an event based around Alters.
Also a number of GudaGuda NPCs have had their own battle sprites, like Gonroku and Kukochihiko. Also more of a unique boss sprite but there was Mnemosyne in the Case Files collab.

Nito Alter is fucking gone though.
Among that list only Izcalli has both level 120 stats in the data and normal servant hit counts. Daedalus has normal hit counts but only level 100 stats.
She's highly sensual and yet ultimately plain underneath the trappings. The place I see artists do this most is [inaudible] and eroge, so that's influencing my opinion. Also the way her thighs are depicted.
