The big problem with Nero, I think, is that our primary source for what she's like and what people think of her is... Nero herself. And that's an incredibly unreliable source. There's been some hints here and there that she realizes that she's not as universally popular as she thinks she is, but they haven't been particularly prominent - I think in Fate/Grand Order most of that stuff comes from one of her interludes? It definitely doesn't help that one of the best places to show that disparity would have been in Septem when the player actually saw her in actual historical Rome, but Septem was a garbage fire that didn't touch that topic and mostly just glorified Nero.
The only time she's obviously made out to be wrong is how she thinks she's a great singer but is actually terrible, but that's treated as more of a cute quirky character trait. It's V/V constantly playing the guitar but being terrible at it, not a delusional tyrant forcing the populace to smile and clap as she hosts a terrible concert. Even when Nero and Liz do force you to attend terrible concerts, it's treated more like "we'll attend because we don't want to hurt their feelings" than anything else.
But yeah, Septem is terrible and large parts of Nero's writing is otaku-pandering waifu trash, more news at 11.
