The random Freelancers should not be mixed with the Atlas alchemists.
Apparently Atlas only hires out alchemists to organizations holding an ancient treatise. Atlas has only given out four such treatise in its history, and right now, it actually wants them back, lol. Of course, the Church holds one, and it's not giving it back.
