I honestly can hardly recall anyone criticizing fanservice in the GO designs. Criticizing them for being dumb or silly looking sure (or for being loli-pandering in certain cases like Jack and Shuten), but not for the concept of fanservice itself. As you said, Medusa has a skimpy outfit and gets almost no criticism for it.
