I modified the background and mythology (still not all to happy with it how that turned out, though. I guess there´s still quite a bit room for improvement in general.) to make stuff fit better.

Born over 8000 years ago between the union of a nameless god that is forgotten by modern time and a incredibly powerful demon hybrid, a girl being both of divine heritage and of the blood of a member of the phantasm race was born. Possessing might far beyond that of mere mortals but at the same time bewildered by the savage and violent nature of humanity as well as the often alien and seemingly cruel nature of many gods, Fenghuang distanced herself from both humans and gods and lived a peacefull live, wishing to leave in happiness and peace. Disturbed again and again in her refugium, threatened with violence and hate, she turned into a Crimson Red Vermillion of incredible power while at the same time retaining her humanity perfectly fine. Now completly shunned because of her transformation into something beyond common humanity, nearly giving up at humanity in the process, she decided to sink into a tranquil dream, embodying the utopia she desired. Sleeping several thousand years, with her power growing immensly in the process, she was finally awakened by the gods when a great flood came, threatening to shallow all of humanity as well as herself. Unwilling to die like that but at the same time unwilling to let humanity die out, she sacrificed herself to transcedent her form yet again, turning into something that was, and at the same time wasn´t herself, the invincible mythological creature of godlike power, a being equal to the Chinese dragon. Because the mythological beast was and at the same time wasn´t herself, she "died" in that moment of her transformation, reaching the rather newly made thron of heros.
The mythological Fenghuang meanwhile became a being of complete transcedence, thus reaching infinity and existing at every point in the past, present and future, even enabeling her to exist outside of spacetime and as such even to create a stable time loop to assist Pangu in the creation of the world, that way fullfilling a task that was supposed to have been done that way from the very beginning, and, later one, to save Fu Xi and his sister Nüwa from the same great flood that would´ve been much of humanities doom, therefore enabeling them to procreate a significant part of the human race yet again.
Afterwards, she turned into the orginator of the entire mythological race of Fenghuangs and started her quest to guide humanity all around the world, though primarily in the eastern hemisphere at first, towards peace and happiness and toward the virtues it embodies. After some time, she also started a somewhat kinky love-hate-relationship with the chinese dragon that would later on become a primary symbol for the union between yin and yang as well as the blissful relations between husband and wife. It was also part of the reason why they respectievly were identified with the emporer and the empress.
Personality and noteable character traits:
She is kind and polite to nearly everyone and, depending on her mode, is confident, energetic and dutiful as well. Thanks to that, she is always willing to lend a word of advice or teach a lesson to those in need of such and is willing to help those who requiere her help, though not to the point of being completly selfless. Holding virtues like benevolence, charity, humanity, honesty, loyalty in high regard, she tries to live up to those as well, aiming to live a life filled with peace and sufficient happiness. Though she is quite knowledgeable of human nature and habors a significant dislike of corruption, she usually is quite disassociated with her own emotions, neither really hating or loving anything in particular, and because she got some degree of autism, she was never really able to understand how others feel, either.
It´s also noteworthy that she really likes studying, and as she gathers knowledge of whatever has caught her interest at the moment, she may even be considered a geek, possessing vast knowledge many different scientific and philosopical concepts as well as to several rather obscure and non-mainstream topics, though she also possesses significant knowledge gaps in regard to informations people usually are expected to know.
Another notable trait of her is a frequent lack of common sense as well as the sometimes surfacing habit to not think things through sufficently, both of which got the potential to bring her into trouble.
Apperance:
As the powerful shapeshifter she is, her physical apperance usually varies on her whim, though she tends to make sure her asian heritage is sufficently visible. Due to her preference, she usually has waist length hair of jade green colour and her eyes are of jade green colour as well. Her overall apperance is best descriped as being very beautiful, no matter which form she takes.
Her apperant age usually is around twenty, though depending on her mood, it may fluctate between early teens and late twenties as well.
Her choice of clothes usually consists of more or less traditionel asian clothes, especially those chinese origin, though she may opt to wear modern western clothing (or a combination of both) as well whenever she fells like it.

The Fenghuang meanwhile, that ascended to the Thron of Heros, now wishes to somewhen return to earth in the form she is supposed to and thus wishes to life yet again.
As a Servant that is at the same time considered human and a divine beast generally of incredible might as well as a being with over 8000 years of sheer accumulated mystery that also possesses a legend of being someone involved in the creation of the world, and also boosts immense popularity, symbolic significance and fame in all of asia, she is without a doubt one of the strongest Servants imaginable.
Due to her incredible magic resistance that makes Command Spells nearly useless as well as her personal access to basicially infinite prana, she is a extraordinary difficult Servant to control, as for a Master there is nearly no other efficient way to make her do his bidding than to persuade her as well as to avoid upsetting her.
As someone who "rides the wind" and can be considered to be "the ruler of all birds", Fenghuang got access to the Rider class, though the Ruler class and, especially, the Saver Class could be considered to be the closeser to her true nature. Even then, there is no actual difference in terms of available Parameters, Noble Phantasm and such.
Because of her Noble Phantasm, "Mystery of Infinity", no matter how lacking her master is, Fenghuangs parameter, Noble Phantasm and whatever more won´t be affected by it, as she always gets access to as much Prana as required.

Magic Resistence: Grants protection against magical effects. Differently from the Resistance effect that merely rejects prana, this ability cancels the spells altogether. Important to note that the term "verse" seen below refers to a set of three lines. Thus, a chant of two verses is equivalent to a Six-Line incantation.
EX: Even magecraft close to or on the same level as true magic is mostly inefficient at best - Reality Marbles and Command Spells are such examples - or outright without any effect against her.
Riding: Expertise to ride animals and vehicles.
A: All creatures but those of Phantasmal Beast and Divine Beast-rank can be used as mounts. This rank is high enough to have aptitude for the Rider Class.
Personal Skills:
Clairvoyance: Superior visual perception. Supplement long-range aiming and increases dynamic vision. Furthermore, at higher ranks it is possible to acquire precognition ("see into the future") and other forms of perception that are beyond normal eyesight (X-ray vision and the sorts).
A: Allows, if one wishes to do just that, to precisly spot creatures and objects in up to 100 km distance and to effortlessy keep track of fast-moving objects. Also enables to see and analyze the nature of supernatural objects, phenomena and lifeforms as well as to discern illusions from reality.
Divinity: The measure of whether one has Divine Spirit aptitude or not. At high levels one is treated as a mixed race of a Divine Spirit, and the level declines when the Heroic Spirit's own rank as a Monster, Demonic Beast raises. It can also decrease due one's dislike for the gods. It also has an effect which reduces special defensive values called "purge defense" in proportion to the Divinity's Rank. It can break through Skills such as Protection of the Faith.
A+: Due to her divine heritage and having turned into one of the most powerful divine beasts in existence after death, her divinity as a heroic spirit is incredibly high.

Reign over birds: Signifies ones position as ruler over birds and the like.
EX: Grants sufficient Rank in Animal Dialog to communicate with birds telepathicly without any effort even if their sapience usually wouldn´t suffice to do so. Fenghuang also gets access to sufficient Riding skills to even ride divine beast class creatures as long as they can be considered to be birds. Besides these minor perks, this skill also grants dominance and unquestionable authority over birds and bird-like creatures, even those of Divine Beast class, that allows to command those creatures as one pleases. With sufficient preparations, Fenghuang may even use this skill to summon birds and as bird-like creatures up to and including Divine Beast class, to aid them and to do her biddings.
Shapeshifting: Refers to both borrowing bodies and appearance change. A method used by the millenary spirits of foxes and badgers of China that are put on par with Tamamo-no-Mae.
A+: Allows to perfectly take every humanoid apperance one pleases, regardless of things like physical characteristics, physical issues or gender. The changed apperance is now considered to be the new natural physical apperance.

A divine mystery that symbolises transcedent virtues of a level humankind has yet to manifest on the earth. To use this Noble Phantasm, Fenghuang has to use on of her feathers as catalyst.
Exhibiting the virtues she symbolises as Fenghuang, she cancels the divine mystery of herself through the feather, inviting everyone in the area she wishes to be guided to the path to Utopia, to a world where everyone who wants to be happy may obtain happiness.
The invitation takes the form of a breathakenly beautiful melody, sung the sweetest melody in the five Chinese harmonic notes, that one doesn´t hear with the ears but rather through the very soul. It allows for unlimited self-reflection and guides and teaches those who want to obtain happiness paths through which they may attain it and, if they´re willing to listen and in need of it, also grants them the spiritual and worldly strength to walk said paths by the means of divine blessing, if teaching them and helping them to reach realizations and understanding and to grow as person is not enough.
Besides it´s transcedent guiding function, it also allows for the healing of the mind and the soul, so that those broken by the weight of their actions, mental wounds, saddness, despair or trauma or torture and suchlike may, if they wish for it, get the burden on their mind lessened and, if necessary, their mind and soul reformed by several potential means. Obviously, this takes the wishes of the affected person into account as well as for the shortcomings associated with them into account, as the entire process is extremly delicate, and as such, reckless modifications that may damage the personality of the person and change them too much so that they "don´t recongnise themself"/"aren´t themself anymore"

One of the greatest divine beasts, the equal of the invincible chinese dragon, a embodyment of the six celestial bodies, a existence of incredible grace and divine beauty, the symbol of virtues itself, an infinite and immortal existence. A divine beast with an incredible amount of accumulated mysteries, concepts and legends. The Fenghuang. Her true form.
Like the legends that describe the bird-like apperance of the Fenghuang in many different ways, the apperance of the Fenghuang may vary as well, both in size as well as in actual physical characteristics, though it will always include the supposed colour scheme of the feathers, will always stick at least somewhat to the descriped apperances of legend and will always be stunningly beautiful.
Being the kind of divine beast it is, it possesses enough offensive might to effortlessly slaughter whole armies with the physical strength of this form alone and as such, it´s physical might itself can be considered to be akin to that of an extremly powerful anti-army weapon. As the nemesis of snakes, melee attacks also get attack and damage boni against snakes and snake like beings (dragons are excluded from this definition).
Surpassing even the physical might, however, is the true offensive power of the Fenghuang, that is classified as Anti-Planet (a categoriy that even outclasses Anti-Fortress weapons), as it is able to causes so much destruction at once that it is noteworthy on a planetary scale and, with sufficent time investment, may even be able to destroy a whole planet chuck by chuck.
The Anti-Planet level of destructive power orginates from the fact that it´s body embodies the six celestial bodies, as the head can be considered to be the Sky, the to be the sun, the back to be the moon, the wings to be the wind, the feet to be the earth and the tail to be the planets. Drawing unfathomable abilities from said concepts, it allows for a wide amount of specific powers corrsponding to each of the celestial bodies:

Common combat applications of those abilities are:
[Sky] ... crushing a target with the atmosphere.

[Wind] ... attacking opponents with an incredibly destructive vortex of wind.
[Sun] ... creating and manipulating the forces of nuclear fusion and nuclear fission for various effects.
[Moon] ... realeasing incredibly cold cold waves to destroy enemies through sheer coldness, creating a hail of icy projectiles, summoning a deadly blizzard or even creating a miniatur ice moon to smash them with incredible force and weight.
[Planets] ... creating and manipulating incredible amounts of gravity. The sheer intensity of the released gravity is potentially strong enough to put unbelievable strain on the physical world and, given enough time, to even shatter artifical dimensions and Reality Marbels.
While weaker usage of those abilities is possible with single action speed, strong attacks actually need several moments to be charged, and, obviously, several of such attacks cannot be charged at the same time.
Thanks to the fact that this form embodies several incredible virtues as well as transcedent concepts, it is nearly completly immun against harmful conceptual attacks, even those within the realms of gods. As such, only expectionally powerfull concepts may actually be able to have some effect, but even then, their effect is greatly reduced.
Due to the applied concept of embodying things on the scale of celestial bodies, even while attacking the weakest parts of the body [the head (sky) and the primary body section (moon)], regular anti-army attacks would be mostly ineffectiv, at best able to deal scratch damage and even an anti-fortress attack like Excalibur is unable inflict more than a minor injury. In fact, the conceptual defense is so powerful that it would require a fully charged Ea at maximum output - a weapon containing an Anti-World concept and with an maximum output surpassing that of Excalibur twenty times - to deal significant damage, and even then, at least two fully charged attacks are required to inflict crippling damage.
As for the other body parts besides the head and the primary body section:
Eyes: Embodying the Sun, even Anti-World Noble Phantasm likely wouldn´t be able to even damage the eyes, and planet shattering force also leaves them mostly unharmed.
Tail: Embodying the planets, the sheer scale makes it next to impossible to damage the tail without applying planet shattering force and even Anti-World concepts are hard pressed to to deal significant damage to it.
Wings: Embodying the phenomen of wind, that is found in the universe, the wings are only slightly easier to damage than the tail.
Feet: Embodying the Earth, Anti-World concepts or continent destroying forces are required to deal significant damage to the feets.
The prana costs of this Noble Phantasm can be considered to be incredible high as well as incredibly low at the same time, partially thanks to the Noble Phantasm Mystery of Infinity (which makes the involved Prana costs practically irrelevant) and partially because of the mechanism behind this Noble Phantasm itself.
Prana usage of this Noble Phantasm mainly depends on how much Fenghuang transformed herself into her mythological form, or rather, if she only shapeshifted herself to take on the minor traits ("eyes", "wings" and "feet") or if she is using the major traits ("head", "back" and "tail"), too.
While only using the minor traits is absolutly no issue at all as this partially transformed form can be kept up practicially unlimited time, employing the major traits (and using them offensively, too) requires gigantic amounts of prana. While easily provided through her other Noble Phantasm, the constant up and down involved with continously using incredible amounts of prana comes with some degree of strain, that while not in terms of prana, is still mentally and physically taxing and thus exhausting, and as such, after prolonged usage there´s potentially the need for rest and inactivity. Not transforming the major traits back during the period of rest extends the required amount of time to sufficiently recover.
In that way, it can be seen as a trade between choosing between:
a) a form that can be used as long as one pleases but at the risk of having several significantly more vulnerable (as they retain her usual C Rank strength and agility as well as A Rank Endurance instead of the significantly improved values of the divine beast form and also lacking it´s concept of enbodying celestial bodys, though the defense against conceptual effects still applys even for parts that are not shapeshifted) body sections (the head and the torso and such). It also lacks access to the "Sky", "Moon" and "Planets" related attacks, therefore possessing less options.
b) a form that could, by all reasonable means, be considered to be nearly invincible, having access to all options this Noble Phantasm provides, but with the disadvantage of exhausting oneself over time.
Mystery of Infinity:

Differing from the classical phoenix found in western mythology, she, as the Fenghuang, is perfectly immortal, an infinite existence now without definied beginning and end.
Through access to "an infinite supply of life substance and energy", this Noble Phantasm is basicially providing an infinite supply of Prana, granting the maximum amount of prana possible for her, equaling an A+++ Rank in the respective Parameter.
While the physical body of the Fenghuang can be destroyed, she as the Fenghuang keeps existing, and over time, is able to restore her body. Due to the sheer scale of her own existence, completly restoring her body may take anything from at least 28 days to a whole year, though eventually, the process is complete and she with her reformed body rematerializes.
Partiall damage to herself that doesn´t requiere a complete restoration can be, depending on how much has to be restored, takes 1 day at most when exzessive damage has to be dealt with.
Further applying concepts such as "avoidance of saddness", "a Pure Land (without death and decay)", "prosperity" as well as the concept of "phoenix tears" that is found in some mythologies allows to use the restorative effect of this Noble Phantasm on other beings, objects and places as well, restoring them to their supposed state within a single day of they´re not completly destroyed and completly restoring them over a period of 28 days.
As integral part of her existence, this Noble Phantasm cannot be neutralised, blocked, sealed and suchlike by any means and she will always have access to it no matter what.
