The Ark of the Covenant, according to Judeo-Christian believes, was used as YHWH/God's "footstool" upon Earth - though the "footstool" thing has also been attributed to the Temple. So it's not just the 10 Commandments or other items held within - it's YHWH's power and presence on Earth.

Sort of odd to have a Noble Phantasm without a name. I mean, how would she activate it?

I'm pretty sure the Ten Commandments were supposed to be universal (at the very least the "Thou Shalt Not Kill" parts). That's the whole point. It was a universal code, as opposed to a tribal one.

Japanese Servants only have one name for their Noble Phantasms, I think? Something about character readings, Idk.

Yeah it's more like non-Japanese Servants' NPs have Japanese names in addition to their real names (like Excalibur has Yakusoku Sareta Shouri no Ken) but the Japanese Servants' NPs already have Japanese names so there's no need.

    Divinity
Rank «A+»: Possess highest level divinity. Provides substantial defense against Heroic Spirits with Divinity related to nation-building, agriculture, trade, healing, marriage and storms of rank B or lower.

Okuninushi is considered to be descendant of Susanoo-no-Mikoto, God of Storms. He was later deified in exchange for giving the country to Niningi and the temple of Izumo dedicated to him is considered to be one of the ancient sacred places in Japan.

Charm. Ability to fascinate people of opposite sex. Bonus points are provided if attraction is mutual.
Rank «A+++»: At this point, the effect of this Skill transcends mere attraction and becomes something on the level of mind-altering Noble Phantasm.

Healing. Capacity to treat wounds and remove afflictions.
Rank «A»: Anything short of mortal injuries can be remedied.

It is said that Okuninushi healed talking rabbit of Inaba, who had lost his hide in the mouth of sea monsters and suffered greatly due to practical joke of hero’s brothers.

    Noble Phantasms.

Inaba no Shirousagi – White Hare of Luck.
    Rank: E
    Type: Anti-Unit
    Range: 100
    MNT: 0-1
Magical hare. It is said that he lived on the Oki Island and tricked sea beasts into making the bridge out of his bodies for him. However, last monster in the row realized this, and ripped his hide in retribution. Wounded, he traveled the shores seeking help. While Okuninushi brothers were cruel to him the hero took care of him. As a gratitude, the Rabbit helped him to win the heart of Yagari-hime.
Phantasmal Beast of Talking animal variety. Belongs to the lowest level and naturally lacks any combat capabilities. However, it can travel across leylines very fast, hard to detect (he doesn’t emit more magical energy than a regular rabbit) and relatively smart, making him suitable for spying.

    Hora-hora, Subu-subu – Helpful Rat.
    Rank: E
    Type: Anti-Unit (Self)
    Range: 30
    MNT: 1
Rat of Underworld, who helped Okuninushi survive trap of Susanoo. Reluctant to accept his as son-in-law, Storm God tasked the hero to retrieve the arrow from the moor. As hero wandered off, he set the field on fire. Okunishi was trapped, but then he was approached by a talking rat, which dug a hole in the ground. Hero hid there and survived.
Despite being Phantasmal Beast, it has no combat capabilities. However, it has absolute authority over normal counterparts and possesses unmatched talent of excavation. It can create man-sized caverns in a blink of an eye and, just like in the legend, Saber can evade danger by getting in them.

Ame no Norigoto– Cithara of Heaven's Edict

    Rank: D
    Type: Barrier
    Range: 80
    MNT: 1000
Divine musical instrument. Originally belonged to Susanoo and was stolen by Okuninushi. The legend tells that when Okuninushi and Suseri-bime were running away from the Land of Yomi, it started to play music by its own. The sound of koto woke Susanoo who chased the lovers, until they escaped to the world of living.
Noble Phantasm-detector, which reflects everything happening around in form of melody ( “sountrack to life”). Capable of warning the owner about dangers, but at same time makes hiding impossible.
Possess its own source of energy, so Saber only spends mana to materialize it.

    Hemi-no Hire– Critter-Warding Scarf.
    Rank: C
    Type: Anti-Unit (Self)
    Range: 0
    MNT: 1-2
Magical scarf, gift of Suseri-bime. As a Noble Phantasm it only has single function: protection from chthonic creatures, such as insects, certain subterranean animals and snakes. While this ability cannot be called spectacular, its authority is absolute: no kind of such creatures can harm the owner. Wearing this, Okuninushi managed to survive three nights in special room, which were filled by deadly inhabitants of Yomi.

Iku-Yumiya – Great Bow of Thousand Storms

    Rank: C+
    Type: Anti-Army
    Range: 70
    MNT: 500
Bow of Storm God, stolen by Okuninushi. It shoots lightning arrows, and activated by exclaiming name of Susanoo and sending arrow into sky. After it releases multiple clouds, covering the skies. Few moments after, great storm blows up. Thunder and floods of rain disorient the enemies, the earth turns to mud, hindering movements and area is assaulted by lightning strikes at random. Under the rain, all Okuninushi parameters receive Rank UP, and his appearance change into monstrous form, resembling Susanoo.

    Kisa-gahi-hime, Umugi-Hime – Sea-Spawned Protectors of Life.

    Rank: B
    Type: Anti-Unit (Self)
    Range: 0
    MNT: 1
Two amulets: one seashell shaped and other in form of oyster.
According to Kojiki, after Okuninushi was chosen by Yagari-hime he was killed twice by his jealous brothers (once they throw giant fiery boulder at him and in second time they crushed him with a tree). In both cases, he was resurrected by heavenly princesses who answered prayers of his mother.
This Noble Phantasm provides Okuninushi with two additional lives.

Yachi-hoko-no-kami – Lord of Eight Thousand Spears.
    Rank: B+
    Type: Anti-Army
    Range: 1-70
    MNT: 800
Noble Phantasm that reflects nature of Okuninushi as leader warriors of ancient Izumo.
Eight thousands spears, crafted by the best masters of Okuninushi’s domain. They can be used as melee weapon or as projectiles, but the true nature of this Noble Phantasm is different.
In ancient times warrior and his armaments were thought to be the one. Spirits of warriors, who served as Okuninushi’s elite guard, still inhabit these weapons and they can take shape and form to serve their lord.
While they don’t have fame and reputation, they are still people who lived in Age of Gods, so their parameters can be at least ranked as E on Heroic Spirit’s scale.
    Essentially an Army Noble Phantasm.

Ama-no-Habakiri - Slash of Heavenly Wings

    Rank: A+
    Type: Anti-Fortress
    Range: 1-50
    MNT: 800
Sword of Susanoo. Also known as Totsuka-no-tsurugi. According to creation myth described in Kojiki, this sword was originally used by Izanami to kill his monstrous son Kagutsuchi. After that he ended up in hands of Susanoo, and he used it to cut off the heads of Great Serpent Yamato-no-Orochi. According to the legend, the sword was broken by the sword of Kusanagi (hidden in the last neck), but it appears intact later. Okuninushi stole this sword from Susanoo and used its power to vanquish his wicked brothers and establish himself as a ruler.
It deals additional lightning-damage, which can paralyze the enemy. When true name it’s released it strikes the opponent with a concentrated might of a thunderstorm front. The destructive power of this Noble Phantasm is tremendous, but it can be future increased by meteorologic conditions, making this it highly effective in combination with Iku-Yumiya.

Oyashima - Great Country of Many Islands
    Rank: EX
    Type: Anti-Everything
    Range: 1-99
    MNT: 1000
    Right to rule.
Authority over the land, similar in nature to divine right of kings or Mandate of Heaven.
As the initiator of Japan, Saber possesses unquestioned authority over the country, its inhabitants and even the objects manufactured there. People give him unquestioned obedience even if they don’t know why, he can control technology with his will and nature answers his calls when necessary. His authority even allows him to control the flow of magical energy in the air and earth… and that’s just passive effect of this Noble Phantasm.
Once in a Grail War, Okuninushi can call upon the might of Heroic Spirits of Japan. All of them (with exception of related to Yamato Dynasty) are summoned together and use their Noble Phantasms in order to annihilate the enemy.

    Background

Hero of Izumo Mythological Cycle. His tale is told in the Kojiki Chronicles. According to this source, he was one of the eighty brothers, descedants of Susanoo. Hearing about the beauty of princess Yagari, the brothers went into her lands in hopes to woo her, and made Okuninushi (at this time known as Onamuji) their servant. During the trip, the brothers were approached by clever talking rabbit of Inaba, who asked for their help. Eighty deities laughed and gave cruel unhelpful advice, but Okuninushi took mercy on animal and told him hot to nurse himself back to health. Yagarihime appreciated this kindness and became his bride, but that sparked animosity of his brothers. His mother sent him into the land of Yomi, dark place there his ancestor Susanoo resided in hopes that he can find power to oppose his malevolent siblings. In Yomi Okuninushi met Suseri-bime who felt in love with him. With her help and his own wits and luck he withstood all trials the Storm God put him through. Eventually, he managed to please the deity and Susanoo blessed him to become rule the Japan.
Using his weapons, Okuninushi defeated his brothers and established his domain in Izumo. However, the heavenly gods saw this and decided that Earth should belong to them. Unable to directly oppose them, Okuninushi give his lands to Niningi in exchange for being promoted to deity.

    Notes

True final boss of Fate-related campaing. Initially he appears in the first part of plot, during rampage of Hulagu as a rather average Servant, possessing only his sword and companion animals (no land bonus in "conquered" territory). He can be defeated by players or temporaly team up with them in order to stop Lancer. In that case, he would either be killed by Khan (either directly or by fires).

After Echidna is defeated, it would be revealed that he was restored by one of his NPs, but lost about 90% of his powers stopping the flames (it was supposed to rage for three days, but Okuninushi cut part of the city from the rest of leylines, allowed fire to burn everything and when reconnected it back). Becaue of this, he was forced to relinquish control to Rider (who fell for him already) and find shelter in the Temple of Izumo, there his powers recovered.

Normally, he would be rather average Heroic Spirit (6-7 out of 10), but when summoned in Japan and close to Izumo province, he becomes absurdly powerful (11 or 12). Unlike other bossess, he isn't supposed to have strong side, but is very versatile. That's reflected in his Noble Phantasms (with exception of the last one) - each is above average on it's own, but having all of them together makes Servant almost impossible to defeat.

Despite seemingly laid-back attitude and half-heartedness, he is actually exceptionally strong-willed individual who would do anything to achieve his goals, and has very sharp mind. While he wishes good for Humanity, he also believes that modern world strayed too far from its course and corrective measures are necessary. To achieve this, he is planning to use the Grail to reconfigurate leylines on global scale and establish himself as God-King of the Planet.

Just like Rider, he might flirt with female opponents, but answering him will lead to instant game over (they fall under charm and desert to his side).

You sure do love your overpowered end-bosses, don't you? First Svyatogor, then Echidna and now this guy. Not that I'm complaining, I also have a weakness for those sorts of characters. Even by that standard though, this guy is pretty ridiculous. Not to mention he has a absolutely insane amount of Noble Phantasms. I mean, freaking King Arthur, one of the most famous heroes from myth, only had three (Invisible Air, Excalibur and Avalon) whereas he has nine. How the hell would the playable characters manage to go about beating this guy?

He's telling Moses, "these are the rules, if you Israelites obey it, you are the best." It is not "these are the rules, the entire world better listen."

And like I said, it doesn't really matter anyway, since in Nasuverse, Judeo-Christian things work on Judeo-Christian foundations. I don't think you'd get a lot of work out of a complicated Judeo-Christian NP curse on someone like, say, Tamamo, who not only is Eastern, but predates Christian contact with Japan by like three hundred plus years. Someone pointed out the plagues--they'd probably be better as an NP since they're deliberately stuff that happens regardless to what you believe. Or what the God of Israel does to his opponents with the Ark, like as a Joshua NP or something, blasting down fortress walls and causing more waters to part or stuff.

If it's Moses, he should have the parting of the Red Sea as an NP, since Oz compares Excalibur to it in Fragments, I think.

How would parting the red sea even work as an NP though? I mean, unless the enemy just happened to be using a big water attack on him or something. With regard to Ten Commandments, I thought the plagues were too obvious an NP for Moses and couldn't think of an original spin for them so I went with another aspect of his legend instead. It's probably irrevalent though, since I can't for the life of me think up fitting effects for the remaining Commandments.
