So if I understand the story implications right, it looks like Tametomo is using a NP which recreates that legend of him 1shotting the ship to 1shot the Storm Border (technically also a ship), and that is why his arrow keep adapting into crazy shit to reach us lol.
current theory is Tametomo's error caused by actual Tametomo got fused with Tametomo written by Bakin, it's like if Charlemagne and Karl got fused together.

William Tell countering Tametomo arrow has more meaning than just legend vs legend.
Other than Tell never misses in legend, I think it also has to do with Bakin's Robo is a story of good defeating evil, so when you placed Tell who is firmly on the side of good, Robo's arrow also weakens?
