Heroic Spirit =/= Servant.
And now that I think about Counter Guardians, EMIYA became one by making some deal with Alaya, but that doesn't necessarily mean making such a deal is the only way to become a CG. What stops Alaya from just taking powerful human souls and making them CGs if it needed to?

There's plenty of debate over whether getting him worship would've meant getting him to the grown-up's table too, in this very forum, since, you know, fanfiction, and people want his happy ending or whatever. Because of how it's worded, it sounds like, if you were empowered by the world but then did enough that there's no way you wouldn't be a heroic spirit, maybe you got to rework your contract with the better lawyers in the Throne of Heroes. But instead you're left with the pro bono people from the Deterrent Ring. Who knows. EMIYA should've taken law like he planned on originally.

Heroic Spirits and CGs are intimately connected.Receivers who can accept the Opposing Power comprised of the whole of the dominant race's will, humans with special channels like that are few and far between. History calls them heroes and praises them.

Mad Enhancement is the Class Skill that characterizes a Berserker, raising basic parameters in exchange of hindering mental capacities. In some cases, it also affects and/or seals away some techniques, Personal Skills and Noble Phantasms
Unlike many Berserkers, perhaps, Berserker has been more or less insane since birth. A constant menace at school even as a young child, she was eventually expelled for strangling her roommate’s owl to death. This--coming after 25 separate warnings for disciplinary action--landed her in more than one insane asylum. She took mad delight in the death of people she saw as less than human, boasting that her family’s greatest accomplishment was having 72 of her ancestors die in the service to Russia. Her hatred for and barbaric slaughtering of Communists whenever she was able to rivaled that of McCarthy himself.
Because of her growth through life as one already crazy, she’s able to handle herself in conversation rather well. However the topic will invariably lead back to butchering Communists if given the chance. The buffs she receives from this skill are strangely only on the level of B rank.
Personal Skills:
True Incarnation: (B)
A skill given to those who were raised their entire lives as human, only to discover their identity as a reincarnation of a Divine Spirit. While they possessed no visible divine attributes in life, their divinity has revealed itself in the shape of the Heroic Spirit. Combines the Divinity skill with aspects of Innocent Monster, guaranteeing a physical shift from what one might expect. Indirectly helps to conceal both of these traits by further obfuscating the Servant’s identity. A skill only made possible through the Holy Grail.
Berserker’s divinity is a curious case. While she was alive she had absolutely no Divine Spirit aptitude before discovering esoteric Buddhism and the occult. Born far too late in mankind’s history and no personal familial connection to the gods through his ancestor, there should be no logical reason why someone like her should have this skill at all. Convincing herself she was the incarnation of the Tibetan-Mongolian god of war, the fear she struck into her men and the world at large through her terrible deeds during war helped her claim gain a little more credibility. Eventually after liberating the Dalai Lama she was officially recognized as the reincarnation of Begtse, God of War.
Bleeding White: (A+)
A skill possessed by staunch monarchists and conservatives who fought tooth and nail to keep perhaps totalitarian regimes in power. Their hearts never go out to the people, but belong resolutely with their lord and the aristocracy. Grants bonus modifiers against revolutionaries, those possessing Nature of a Rebellious Spirit, or the assassins of kings. Conversely, this skill fails to manifest at all in the face of an enemy with royal blood, and in fact lowers combat capabilities against them.
What’s worse than a raving sadistic madwoman? A raving sadistic madwoman with authority over other people. Before and during WWI, Berserker was given care of a Cossack cavalry unit to patrol the eastern front. She told her men that they were free to party and carouse as much as they pleased so long as they also maintained militaristic discipline when the time called for it. One group angered her with their sloppy attitude, so she forced them to strip and jump into a freezing lake in the middle of winter in Mongolia. When they got out she set wolves on them that the men were forced to fight off with their bare hands. And that’s only the punishment she reserved for her own men.
Communists would be skinned alive, dragged behind his trucks until they were in pieces, burned alive, or left out in the snow to freeze and be eaten. Needless to say, this skill shares properties with Sadistic Constitution on a personal level for Berserker.
Battle Continuation: (B+)
Battle Continuation is a Skill that allows for the continuation of combat after sustaining mortal wounds. It will also reduce mortality rate from injury. This Skill represents the ability to survive and/or the mentality of one who doesn't know when to give up, consisting of one's strength of vitality in predicaments. It is also one of the powers of a vampire. The best result is achieved when a resilient body is combined with this Skill.
Doesn’t know when to give up, even to the end. Berserker charged headlong into belt-fed machinegun fire numerous times and got up each time to retreat...only to try it again later. She even took a sword injury to skull and shrugged it off like nothing had happened. The plus modifier is added when Berserker is the subject of ranged attacks. A rumor she spread in the wake of her path of destruction was that she was immune to bullets, which seemed to be proven true by her unstoppable crusade. Even when faced with a firing squad, the heavy religious jewelry she was (somehow) allowed to keep on her person deflected a number of shots, one bullet even ricocheting back and nicking the soldier in the face.

If you're really starved for an NP idea for Sternberg, then how about a "super mode" where she fully embodies the war god Begtse in her own flesh, skyrocketing parameters and also gaining access to (degraded versions of) weapons and abilities possessed by the god. Possibly either complimenting her True Incarnation Skill or even outright scrapping the Skill and using the concept for an NP instead.
I mean, I'm literally just throwing that out here. Never heard of either the historical figure or the god in question until reading this sheet.

...This just gave me the weirdest idea of an Unlimited Blade Works continuation fic where Rin and Shirou try to start up some kind of cult in Archer's name to give him the absolution he seeks...
Most likely played for humor, because trying to go with the idea seriously would quickly be getting into some pretty strange themes...

I doubt just being worshipped is enough. You probably need to commit great deeds (or at least have them attributed to you) and be worshipped.
Or look at this way: if you do great deeds and you're not worshipped, you end up a Counter Guardian. If you do great deeds and you are worshipped, you get to be a genuine Heroic Spirit. If you haven't done any great deeds at all, then you don't qualify for anything to start with and are just some random shmuck. Or that's as best I can understand it, anyway.

Also because it wouldn't work, since, you know, he's already a dude stuck doing CG duty outside of time and space, what you do now or in the future or in the past doesn't actually matter.

I dunno what's complicated. Heroic Spirits is like a species, but Counter Guardians are a job. Not every human is a janitor, even though janitors are humans.
And for what can actually modify the Throne, please refer to Fate/Grand Order. Or don't, you're probably better off, because you DONT HAVE TO GRIND FUCKING WYVERNS FOR FANGS

It's not so much complicated as confusing because for a long time I (and a lot of others around here) assumed that Counter Guardians and Heroic Spirits were mutually exclusive existences.

Maybe an Orestes sheet? Cast him as Avenger, the Furies would serve as the basis for a fairly interesting (and possibly twisted) NP, and you could probably turn him into a pretty sympathetic Servant just by following the sources.
