A rank magic resistance is a bit too high. Only reason Saber's is that high is it's also a Class Skill.
First of all, thank you all for your replies. It really helps to have this kind of feedback on my works.
Now, let me answer to your doubts the best way that I can.
The truth is, I took the Elizabeth that appeared in CCC as reference for the Skills and NPs, so things kinda of turned out of this way.....
Also, your statement is not entirely true. So far, the only official Servant who has 5 Personal Skills is Lancer (Cu Chulainn). Most of the others - even top-grade heroes such as Saber and Gilgamesh - have an average of 3. On another hand, we have cases such as Rider (Medusa) and Assassin (Sasaki), who are not all that strong (or even proper Heroic Spirits for that matter), with 4 Personal Skills each.
Complete/Material III has nicely pointed out that the source of Saber's strong magic resistance is the fact her body is "bathed in the magical power (prana) of a dragon".
Class abilities (Skills included) are nice as a measuring stick and to set patterns, but they are not absolute rules. If that was the case, Rider (Medusa) wouldn't have a Magic Resistance that high, nor Red Saber (Nero) would have one that low. The abilities/attributes of the Heroic Spirit itself takes precedence in cases like this.

Item Creation D~ Capable of manufacturing wonders, unseen by official, conventional science, the likes of which seem magical, but all function off of scientific principles. However, he severely lacks any true magical talent, so magic objects are effectively null and moot.
Territory Creation C~ Due to having his workspace built for him, and having no experience with magic in life, Caster has trouble producing even a Workshop, but, given adequate space beforehand, he can simply fill it with all his little gadgets with which to experiment.
Personal Skills
Mad Scientist A~ The skill of one who labelled insane for his scientific pursuits, whether through incredulity or simply truly being a madman. This functions as more of a scientific version of Item Creation at this rank, allowing him to create seemingly impossible devices, utilizing only ingenuity, no magic involved. Materials are required, but they can be mundane, like metal and wood, and still be worked into what could be viewed as 'Magic'. At this rank... well, you know all about what he was able to create.
Gravedigger C~ The skill of one who delved into graverobbing. He can easily require the body parts of dead individuals. Also, he has a 30% chance to gain a body part of his choosing from those he slays, including servants, whose bodies would normally fade after death. There is an even smaller chance, less than 2%, that he will retain the entire body.
Manufactured Life~ The Breath of God
Caster, through his own genius, and the abilities he was granted as a Caster, he can fuse body parts he has found or acquired, or even simply reanimate entire bodies. Creating monsters, things, that are staggering, lopsided combinations of multiple body parts of dead humans and even servants. The limbs of servants grant their power to the entire creation to an extent, so having the torso of a Berserker and the legs of a Lancer would provide superior toughness and agility, respectively. Infinite combinations can be found amongst the flesh piles he stocks. Those made of human parts may seem weak, but they are cybernetically enhanced to be faster and stronger(E in all stats), and though they would be no hassle for Servants, they still manage to out-muscle humans on a great level. Those with Servant limbs or organs may also find access to some of their skills, as well as power, arms perhaps summoning, for one time only, the weapon of said servant, or the eyes granting Eye of the Mind, if the Servant possessed it. Still, these abominations are usually used as distractions against stronger Servants who invade his stronghold.
D~Rank, Creation Phantasm
Frankenstein's Monster~Greatest Creation and Failure
By ignoring his previous Phantasm, and by simply focusing upon one creation, he enters into a completely separate Phantasm, but without his own knowledge. In his attempts to create the ultimate creature by focusing on it singularly, he inadvertently summons forth the soul of his original creation, the Monster who loved him. Her unintentional summoning will force the appearance of the particular creature he's working on to take the form of her, and will animate itself. She will recognize him as a Servant recognizes a Master, and he will act as such. She has fairly poor stats, though she has a Mad Enhancement of C-rank she can activate whenever ordered, effectively increasing her power at the cost of her mechanical sanity. She will not possess any Noble Phantasms when summoned, though his scientific skill can certainly craft a weapon for her.
Her non-boosted stats are STR: C END: D AGL: B MANA: C LCK: D
Boosted Strength, Endurance, and Agility will raise to B/C/A

It's an adequate profile I suppose, but I feel it lacks something. I prefer Frankenstein as a tragic figure over the mad scientist role he was later fitted into with the various horror movies and the like.
Also I'm not a massive fan of him directly summoning Berserkerstein as a Phantasm, even if it fits. Seems less interesting than building a whole new being out of new parts.
Yeah I had trouble with that too, but I had trouble thinking of anything else.Originally I had him gain Mental Pollution through use of his Phantasm, him going nuts from the horror of his own creations, much like the book.I could probably edit and add it again.

It is an excellent defensive spell. Such a spell would normally take 12-count Aria, and weeks of preparation, but Anansi's familiarity with it, along with the power of Story Time, allow him to cast it wordlessly.

Ordinary arms that try to oppose his attacks without a strong divine protection will probably be destroyed in a single blow.
Protection of the Fairies: B
The ability to summon good fortune on a preferential manner when in a critical position due to a blessing from Elementals. There are restrictions regarding its activation, which differ from one Heroic Spirit to the other. In his case, this Skill can only be employed when he is the wilderness where wild beasts make their home.

Fergus’ shield. A round wooden shield with a great “lion head”-shaped umbo made out of a reddish-gold metal. Said umbo is actually composed of several different metal pieces set one behind the other, creating a total of 50 defensive layers. Each one of those layers is capable of withstanding a full-out attack of a mystic hog, a common Magic Beast from Ancient Ireland. Also, due its rough edges, it can be improvised as a tool for hacking.
Just like his sword, this too seems to be the handiwork of fairies.

Caladbolg – The Rainbow Sword

Type: Anti-Unit
One of the famous magic swords of Celtic Mythology. A sword regarded as the prototype of Excalibur. Similarly to the sword of the King of Knights, it was forged by the hands of fairies in the land of spirits (Sídhe).
When employed as a Noble Phantasm, this blade servers the space it passes once brandished. As such, this is a weapon capable of not only physical attacks, but also inter-dimensional attacks by means of spatial disruption. Damage values are applied separately – one from the attack of the blade and one for the spatial disruption.
Despite reproducing a high-grade phenomena such as spatial interference, this Noble Phantasm’s prana consumption is surprisingly low and consecutive use without the resupply from the Master is possible.
This is a digression, but for some reason a rainbow-colored glow is emitted by the space that has been severed by Caladbolg.

Fergus’ trump card. An alternative use of Caladbolg arranged by combining the inherent qualities of this Noble Phantasm with his own abilities. Prana Burst is heavily applied to the sword in order to amplify its performance.
The surplus of prana injected is released from the blade in the form of a flash of light. Said flash can act as a medium to convey Caladbolg’s space-severing effect. In practice, it is as if the blade were being extended・projected by means of light.
Prana consumption becomes considerably high, but both destructive power and effective range also increase to outrageous levels.
In legends, Fergus used this to simultaneously mow down the top of three neighboring hills.

I'm designing a Servant. Guy was one of the best knights in early 15th century Europe, and one of most beloved Polish national heroes.

Is it too strong, too weak or enough for base, unmodified stats of 15th Century Saber class Servant?
In case the Stats are too high, are they however appropiate for him if we take into consideration location boost?
I think we discussed that home field advantage might only confer more available Noble Phantasms to the Servant.
They are still rather restricted by their Master in terms of stats. So is my instinct, but I'd have to go diggin' and I'm too lazy right now.
The stats look reasonable. I'm not too familiar with him, but that looks fine.
Ok then, then his homefield advantage would be taking on more aspects associated with being embodiment of Polish national struggle against foreign powers (he participated in wars against Teutonic Order). For example , he woud wield Szczerbiec, a sword associated with the Polish Kingdom. The sword according to legends is from 10th century, so I'll make it a knock-off of one of much older holy swords. Proportionally weaker as well, of course.
He will have other NPs as well. I'll have to make up though what powers his trademark black armor would give him (could be used as summoning relic as the Catholic Church still keeps it in real life)

Polish national struggle is a funny word for a nation that dominated Eastern European politics during that period, but hey, whatever, right?
^But when Zawisza lived, Teutonic Order was damn strong and no one was sure which side would prevail. Also Holy Roman Emperor was not inclined favorably towards us. Ironically, Zawisza was his sworn knight and he managed to both serve him loyally waging war against Turks and Czechs and participate in the wars against the Emperor's allies. He personally liked Hus' supporters, but still obeyed his direct liege.
