Blame the half assed pity system. Only one copy of the rate up SSR is guaranteed and the pity resets every time the banner changes. The resetting circumvents the one guarantee copy limit. To rectify that, they never change the banner which means banners with multiple SRs will have all of them in rate up for the entire banner duration. This makes it horrible if you only want one of the SRs or don't want to get RNG screwed and get lots of one SR and none of the other. To rectify that, now summer banners will have one SR.
