Not neccesary, it's just that in Nasu and Higashide's fucked up heads, saints are generally always impartial.
Which is, uh, a really stupid assessment.

I don't know about that
Amakusa fought on the third war as an servant and he would surely have used the Grail if the Grail wasn't stolen by Darnic.
Spoiler:
As far as i understand Shirou always wanted the Grail, but once he got a new body and fully realized the power the Grail had he became even more determined to get it.

Shirou being irregular will never stop bothering me
He is the first Ruler ever man.
The others should be irregulars!

The most charismatic monarch of the ancient world,v2.0v3.0
Class: Rider/Ruler
Gender: Male
Alignment: Lawful Good
Attribute: Earth
Strength: A
Endurance: B
Agility: B
Magic: A+
Luck: A+
Noble Phantasm: EX
Standard equipment: sword, shield, bow and arrows, short spear, scale armor.
Class Skills:
Magic Resistance: A (EX)
In addition to the his class's Magic Resistance, Rider possesses a strong draconic heritage, as well as blessings from several gods. Magecraft and magic are incapable of affecting him.
Riding: B
Most vehicles can be handled with above average skill. However, cannot ride the likes of Phantasm Races such as Monstrous Beasts.
Exclusive to Ruler class:
God's Resolution: A
Grants Ruler two Command Spells for each Servant participating in the Grail War.
True Name Discernment: A
When directly encountering a Servant, Rider will automatically know their true identity, skills, parameters and Noble Phantasms. At this rank, this skill ignores identity-concealing skills and Noble Phantasms.
Personal Skills:
Charisma: A (A++)
Through his own deeds and accomplishments, Rider reached the highest level of popularity a human can possibly achieve by himself. However, being appointed by multiple gods from different religions as a "rightful leader" resulted in this skill reaching its limit, fitting for the "King of the Four Corners of the World".
Chosen of the Divine: EX
A skill possessed by Heroic Spirits chosen by a deity as their champion. While Affections of the God(dess) grants blessings due to the love felt by a deity, Chosen of the Divine denotes that the Servant is blessed because of their virtues. All parameters receive a Rank-UP, and in Rider's case, Charisma and Magic Resistance are boosted to their maximum.
Military Tactics: B
Tactical knowledge used not for one-on-one combat situations, but for battles where many are mobilized. Bonus modifiers when using one's own Anti-Army Noble Phantasm or facing an enemy's Anti-Army Noble Phantasm.
Noble Phantasms
- Anti-Army, Rank BChariot of AnshanChariot of the Chosen Conqueror
A magnificent scythed chariot pulled by two dromedaries, decorated with gold ornaments and inscriptions in Persian. The vehicle Rider used during his conquest campaigns, it carries the divine authority granted to Rider into battle, and affects all opposing combat leaders negatively: enemy Servants with the Charisma and/or Military Tactics skills will suffer a Rank-DOWN to Luck. In addition to that, since the chariot was used in battle against Azhdahak, it possesses an anti-dragon effect.
Because this is a "scythed chariot of the man who sought to conquer the world", it can be said that this Noble Phantasm is the precursor of the Gordius Wheel of Alexander the Great.
Exclusive to Rider class:
- Anti Army, Rank EXAthanatoi Ten ThousandUnending Army of Ten Thousand
The legendary army of Persia, the Immortals, which received this name due to the fact that every wounded or killed soldier was immediately replaced with a healthy one. Upon activation, all ten thousand soldiers manifest, each bearing a lesser version of the same equipment of their king. Differing from the Ten Thousand Cavalry of Immortality, where the soldiers themselves were transformed into immortal creatures, in this case the army is immortal. Every soldier too wounded to battle or killed vanishes, and another one manifests in his place at full health. There is no limit to this effect - if all ten thousand were wiped out with a single attack, and Rider was still alive, all of them would appear again. Obviously, this Noble Phantasm consumes exceedingly high amounts of prana.
Exclusive to Ruler class:
- Anti-Army, Rank EXPasargadUtopia of the Rightful King
A Noble Phantasm constructed from Ruler's dream of an ideal kingdom, and from the authority he was granted by many gods. Pasargad was a majestic city built to be the capital of his empire. A city where good was rewarded and evil was punished, and where all men had the same rights and duties under a kind and fair king, a king who was a father, not a tyrant.
While similar to a Reality Marble, this Noble Phantasm does not replace the world with Ruler' inner world, but instead recreates his glorious capital on top of the current world. Within this emulation of an utopia, the geographical bonuses are altered as if the Servants were within the actual city, and all other Noble Phantasms become unusable or ineffective (including Ruler's chariot, since a paradisiac city is no place for an instrument of war). Servants of Evil alignment brought into the city suffer a Rank-DOWN to all parameters, and lose any benefits they gain from skills.

A very interesting idea of a true "ruler" class Ruler Servant.
I don't know my Hindu stuff well enough to make it but a sage as a Caster could be fun.
"We have entered an infinite recursion of Saber."
If you want to make a sage at least make Agastya because he was literally the guy who invented the martial art Buddha uses.
Again I don't have enough familiarity to not be afraid of massively fucking it up at any moment.

(Nero Claudius) Sporus
Favored Wife of the Emperor
STR E
EN E
AGI D
MA D
LU E-Class skills:Presence Concealment -
This skill has been lost due to Assassin's ability to shapeshift, making his E-Rank (if that) in it mostly obsolete.
Personal skills:Shapeshifting D+
While physically a boy, Assassin was said to have resembled the dead wife of his lover a great deal - and that part of the reason he was so attracted to him was the guilt Nero felt about supposedly kicking his pregnant wife to death.
Combined with a habit of crossdressing in women's clothing, this gives Assassin the ability to shift his shape. However, he can only assume the form of women he or his Master have known, and he only assumes their appearance, not any of their skills or strength.
Independent Action C
After Nero's tragic suicide - to which Assassin was a witness - he quickly found another 'husband', who'd taken part in the conspiracy against Nero, called Nympidus Sabinus.
He, too, tried to have himself crowned emperor, yet was killed by his men soon after. Again, Assassin found a new paramour, who was soon after killed as well.
This skill reflects that; while he cannot survive on his own for longer than a day, he is skilled at finding new Masters to serve.
Noble Phantasms:Rape of Proserpina ~ Who Breaks a Butterfly on a Wheel? ~ Anti-Unit, C
The sole Noble Phantasm Assassin has, and the sole weapon he possesses besides his mind.
It manifests as a beautiful ring, inlaid with a breathtaking gemstone and adorned with a relief depicting the myth of the Rape of Proserpina. The myth, which is about Hades taking the daughter of the goddess of Earth against her will and marrying her, was a favourite of Nero. Perhaps this is why Vitellius, a later pretender to the throne, intended to force Assassin to take the central role in the play of the same myth, though Assassin comitted suicide before this humiliation could occur.
As a sidenote, this ring was one of many bad omens for Nero's fall.
As a NP, this ring symbolizes the decadence Nero was prone to, and that the whole of Rome later fell prey to. Anyone that Assassin grants this ring to is immediately afflicted by decadent impulses, as are those around them, and which will inexorably lead to their death. Assassin himself is immune to this aura, and it counts as Mental Interference of rank C. As such, it can be countered by the relevant skills, which significantly limits Assassin's options.
Notes:
A trap in both senses of the word. No, I'm not sorry for that lame pun. Basically a joke Servant, though; he doesn't stand a chance against most other Servants, canon or not. I'm sure he could be turned into a 'real' Servant somehow, though. I hammered this one out pretty quickly.
Came up with the idea when telling someone that the Roman Emperors were rather inventively fucked up. I'll leave it up to you guys to decide if this guy's treatment is worse or better than Tiberius' midget orgies, though.

Well, your Servant kind of contradicts what we know of Nero.
What, that he/she is mostly the victim of rumours spread after his/her death, IIRC?
You could handwave it away by saying that's just one interpretation of Nero, though. Or that in this universe, Nero was the douche Suetonius et al portrayed him as.
Not like I'd ever use this sheet in a serious RP or fic or whatever, anyway.
In light of Nasuverse Nero beeing a sex bomb and best waifu, i am literally incredibly jealous of this guy.
This being the Nero who openly insisted she's bi but skews hard for pretty girls?
Nero was openly the 'wife' of another dude in public. I don't think he gave much of a fuck about what the public thought of him (since Roman sexuality is able to be summarized as penetration = good, being penetrated = unmanly).
On another note: kinda surprised no one's made a Servant out of Masakados yet. Recently replayed SMT IV, and what with the game says about him you'd think he'd have some kind of sheet already.
