All the best folk are considered low-ranking monstrous beasts, and all are completely loyal to Dr. Moreau, their creator, father and god.
This Noble Phantasm is not set in stone - it is possible for Dr. Moreau to "update" it by creating more beast folk while manifested as a servant - a clone of the creature will immediately be added to the Beastfolk World. A master who could provide Dr. Moreau with phantasmal species could very well end up with servant-level chimeras under their power.

A mighty hunter who rebelled against God himself and led humanity to new heights, his goal of making Mankind truly indipendant and greater then anyone else could imagine makes this an appropriate skill to have.
Magic Resistance (B) Grants protection against magical effects. Differently from the Resistance effect that merely rejects Magical Energy, this ability cancels the spells altogether.
Cancel spells with a chant below three verses. Even if targeted by High-Thaumaturgy and Greater Rituals, it is difficult for them to be affected.
Personal Skills
Charisma (A+) The natural talent to command an army. Increases the ability of allies during group battles. A rare talent, and an ability inherent to Servants of the Saver class. It is said that a rank of B in this skill is sufficient to lead a nation as its King.
At this point it is no longer popularity, but rather a kind of spell (curse) in itself.
Pioneer of the Stars (EX) The "unique" Skill given to heroes that became turning points in the human history. All difficult voyages and challenges which are considered "impossible" turn into "events that can be realized".
As the man that united humanity to rebel against the lord, and in turn led to the scattering of the unified language, Archer holds a high rank in this skill. He is able to make the Impossible Possible and unite man in great acts.
Migraine (D) A curse placed upon him by Abraham, after the routing of Archer's forces. It has the effect of making his Mental Skills have a lower success rate and being remarkably irritating for him.
This skill takes the form of the constant buzzing of a gnat in his ears, never ending and absurdly annoying. No matter what he may try, he can never force the gnat to stop it's biting and buzzing.
Unified Language (B) The language of ancient Babylonia, a time when no other languages existed and no distinction was made between the speeches of humans, creatures, and living and non-living things. The "truth" spoken before humans became scattered across the world can directly draw from the records, memories, and phenomena recorded by the world, similar in concept to the Akashic Records. It is spoken directly through the soul resonating with Akasha, allowing it to act as a powerful form of telepathy and hypnotism. The receivers must obey the speaker, known as a "Master of Babel", unquestioningly, as a human rejecting the words of the Unified Language would be the same as rejecting their own existence. Being able to speak the Unified Language allows resistance against this effect. It is considered several ranks above Divine Words in "power", though it lacks the Divine Words' ability to affect nature.
A rank worthy of a king who's command of the Unified Language was enough to raise him from a mere hunter to King of the World. At this rank he can issue complex Absolute Commands to any creature that with a soul. Though these commands can be resisted by those with sufficient willpower, Magic Resistance, Nature Of The Rebellious Spirit, or other comparable abilities. The act of resisting is actively harmful and will cause immense pain and damage the further the listener gets from the Master Of Babel's Commands.

The chosen weapon of the Beast Slaying Giant, a massive golden recurve bow as long as many men are tall. Merely drawing the bowstring back is a feat that would be impossible for anyone lesser then the First Man To Be Mighty, and due to this it imparts an absurd amount of power even compared to other Archer Class Servants. A missile compared to a normal Archer's arrow.
Each of Utu's arrows are imbued with the Sun's Fire, heat so intense as to burn nigh anything it comes in contact with and leave nothing but smoke and ash, burning away the targets defenses and protection. The arrows, which explode violently upon impact with their target, release highly viscous flames that stick to most anything they touch. As long as the fire burns, it continuously drains prana from whatever it is in contact with and weakens all defenses. An Enemy servant that received a direct shot from Utu would have to bypass a Luck check to avoid having their defensive Noble Phantasm's sealed for as long as they continue to be within the flames, consecutive shots force the check to be repeated and more fire makes the check more difficult even as they damage the Servant as well. Even after the flames are stopped, Defenses and Noble Phantasm burnt away by the Fire will remained weakened and sealed for a time.

A Reality Marble born of his absolute belief in the supremacy of mankind and his actions as the creator of the first Architectural Marvel, a tower that has not been surpassed by anything since. Upon activation a massive and spiraling tower grows from the ground, centered upon Archer. The tower is so tall as to appear infinite, continuously rising into the sky endlessly no matter how high one may climb. The outside of the tower, regardless of what floor you may be on, is always simply open sky so high up as to make the ground seem miles away at best. Within the tower lies all that was crafted and born from humanity. Countless bounded fields that are draw upon every architectural marvel, every room, every armory, every workshop, every temple, every treasury, and everything that lies within them. Every building that ever was or will be, and anything that could possibly be defined as as room is held within. As one moves around within the tower, each door or stairway leads to a new room and floor, with little rhyme or reason as to what leads where. The rooms are not limited by size, time period, shape, or condition, with everything from sunken ruins flooded with water to enormous wide open temples that are a room in only the loosest sense of the word. Archer, though even he does not know the exact contents of his Tower, is able to navigate the rooms freely and find his way without issue. Even without calling upon the full Reality Marble he retains the ability to call upon singular rooms as bounded fields that lay over other established buildings and rooms. And most importantly, he retains the ability to move between buildings and rooms even outside his tower. By passing through a rooms threshold he can move freely from building to building and room to room, allowing for a massive advantage in mobility as he fires upon his enemies from all directions, just as he fired upon Heaven in life.

However, the obsession with seeing what was in front of him instead of reflecting upon what was behind him was what made him fail to realize the consequence of things in the past, and as such, Archer is careful not to rely too much on vision alone.
Wisdom of the Chakravartin: EX
Knowledge earned by one who is an “ideal ruler” through comprehension and reflection of himself and the world without being bound by Maya. All skills, including some of those possessed only by specific heroes, can be obtained at A+ or higher ranks. As long as the disciple is good of heart and willing to learn, these skills can be taught to others.
Projectile (Vajra): A
The expertise in deploying ranged weapons. In this case, Vajras held by the gods, summoned and fired by the Chakravartin as were they arrows. Combined with his incredible sight, precision strikes from over twenty kilometers away becomes possible with these divine diamond thunderbolts, annihilating those who would challenge the ideal ruler of the universe.

Bare-handed fighting taught by the principles of the Gatka martial arts from the North Indian states. An art from an age where martial arts were more violent, it utilizes anything from punches and kicks, knee and elbow strikes, to grappling techniques and pressure point strikes, primarily targeting eyes, the throat and the groin. Complete mastery of every cell in one’s body has been reached at this level.

As a Noble Phantasm, it does not appear as a something so dramatic, but rather as the antithesis of all those who place value in the world of Maya. When brought forth, it appears as the most possibly desirable thing the onlooker can imagine. Whether that is a deceased loved one brought back to life, a hundred beautiful women ready to serve one’s every need, the object of one’s dreams, their artistic magnum opus that might not even have been made yet. It will no doubt be the thing they want the most of all, presented in a most believable manner.
Should one be unable to resist this Maya of Mayas, even as much as laying a finger on it, the person will lose all combat ability as they are entranced by the illusion, and it will transform. Instantly, they shall be confronted with their deepest fears, greatest hatreds and sights they dreamed they would never have to see. Fires and molten metal will consume them entirely while they are struck lame from indulging in fleeting things, and within a minute, nothing but ashes shall remain.

The symbol of India, and all of its accumulated wisdom and enlightenment. The many-spoked wheel of existence, spun by Ashoka’s own hands. The wheel of Dharma, which recycles the life-force of all those who have not achieved enlightenment through reincarnation. A circle, perfection, effective whether or not the opponent is following its principles.
When activated, it appears as a blue ring floating around Ashoka’s waist wherever he goes. From this ring, depending on the opponent, manifests either twelve or twenty-four spokes, blue spines that point outwards. If the enemy is defying dharma, twelve spokes, if virtuous, twenty-four. On Ashoka’s mark, each spoke unleashes rays of blue light that seek out the target regardless of distance or angle; As part of the circle of Dharma, a person cannot avoid the rest of the circle, only delusionally try in vain to escape.
If the target is contrary to Dharma, they will be bombarded by attacks targeting their; Ignorance (Avijjā), Volitional Formations (Saṅkhāra), Consciousness (Viññāṇa), Name and Form (Nāmarūpa), Senses (Saḷāyatana), Contact (Sparśa), Feeling (Vedanā), Craving (Taṇhā), Attachment (Upādāna), Being (Bhāva) and finally Birth (Jāti). The greater each suffering is, the more powerful the corresponding attacks shall be.
If the target is not contrary to Dharma however, the power of the Noble Phantasm actually increases. Twenty-four spokes, rather than twelve, will then manifest and pacify, rather than kill, the target, using the 24 Rishis.
Love, Courage, Patience, Peacefulness, Magnanimity, Goodness, Faithfulness, Gentleness, Selflessness, Self-Control, Self Sacrifice, Truthfulness, Righteousness, Justice, Mercy, Gracefulness, Humility, Empathy, Sympathy, Spiritual Knowledge, Moral Values, Spiritual Wisdom, The Fear of God and Hope.
All of these will rain down upon the target until they have been utterly relieved of suffering, essentially causing forceful enlightenment much in the way of Amita Amitabha.

An elephant that represents the Buddha’s initial idea, a bull that represents his desires as a prince, a horse that represents his departure from palatial life and a lion that represents his shining accomplishment.
When unleashed as a Noble Phantasm, four columns topped by the Lion Capital appear in the cardinal directions around Ashoka, from which is unleashed a cacophonous lion’s roar that can be heard for miles. All those who hear this divine noise, resembling the universal Om, are affected by it, and only razing the pillars in time will make its effects come undone.

Once transformed, they cannot return to their original form, and all one can do then is pursue nirvana, as all should, as a beautiful long-lived flower that knows no pain or suffering.

My Fanfics. Read 'em. Or not.McJon01: We all know that the real reason Archer would lose to Rider is because the events of his own Holy Grail War left him with a particular weakness toward "older sister" types.
mmmh a true monster, indeed, however I think his stats are a little too high. It should be adequat in his Berserker form, indeed, but no in Archer, where the stats are not sooo big. And he is not truly known for being a physical beast, unlike others. Although I admit that he is a consequencial one.
But, his skills and his Noble Phantasm are quietly efficient to not have a true physical monster after this. And he has more skills and Noble Phantasm than lots of servants, so... it is quite powerful as a monster for servants.
Allow me to propose this for Ashoka:

Someone needs to make a Frederick Russell Burnham sheet, AKA the guy who tried to bring hippo farming into America. He's certainly hardcore enough to be a Servant, he even has a "king of" nickname (King of Scouts)! I'd make the sheet myself except it's been a while since I last read the article about him and I'm not sure if I could capture him faithfully enough.

Mercurius is the owner of a strong faith who was pressed to renounce his religious beliefs many times and, despite receiving countless tortures, never bowed to his persecutors or gave into their demands. Some of these tortures included being flayed with nails, or being burned alive, or being hung upside-down from a tree with a rope around his neck that was weighed down with stones slowly suffocating him. He doesn't have the title "Great Martyr" for nothing.

The greatest body and good looks. Chance to charm those of the opposite sex, bonus to persuasion. This skill will only work if the target can see his face.

Tactical knowledge used not for one-on-one combat situations, but for battles where many are mobilized. Bonus modifiers are provided during use of one's own Anti-Army Noble Phantasm or when dealing against an enemy Anti-Army Noble Phantasm.
Before his death, Mercurius was made the supreme commander of the Roman Armies while under the rule of Emperor Decius. Before he was made Supreme Commander he was described to be "Intrepid on the field, a bold and efficient leader of men in the campaigns, he was sought in the social circles of Rome. He was also the best swordsman in his regiment, in battle he was a tactician that assured victory in every encounter with the enemy.

Mercurius' holy sword, given to him by Saint Michael the Archangel, begins to glow and a halo appears over his head. In addition Mercurius' attacks gain the ability to fire blasts of holy light at the cost of paying extra mana. The mana cost of this Noble Phantasm is equivalent to that of Arondight.
"He held the sword in his hand and felt the Holy Spirit and Godly power overwhelm him. Thus, at the height of the conflict, Mercurius dashed with his sword into the midst of the barbarians. He displayed wonderful courage, mowing the enemy down like grass. He attacked with such violence that he was able to slay their king, his company and many others. His sword was so drenched with blood that he lost his grip on it and his arm fell powerless by his side. The success of Mercurius so terrified the barbarians that they broke down and fled and victory lay with the Romans."

After combat ends Saber is instantly healed completely, and cured of any status ailments/curses due to NP being holy, this effect is passive and doesn't cost any mana. This Noble Phantasm can also be used in combat, if used this way, Saber uses most of his mana to release a wave of holy light that pushes back and damages all within a 10 Meter radius. To halve the mana cost Saber can also choose to use his own health to cover the mana. The damage he takes from this cannot be healed by the passive effect of this Noble Phantasm, as the act of taking damage is like a sacrifice to God for more power.
"Afterwards, Decius ordered them to tear off his flesh with sharp blades and scatter red hot coal under his body to burn him alive. But, gradually, the flames were extinguished by the flowing blood of the righteous man. The holy saint endured all these pains calmly."

Giving him both Divinity and Saint is a bit redundant in my opinion. I could see him having one or the other, but not both. His NPs are also a little generic to be sure, though the quotes from his legend definitely add some much-needed flavor. Other then that, it's an interesting sheet for a somewhat lesser known Christian Saint.
They do different things and have different origins.
Although Sainthood doesn't grant Divinity, so it doesn't belong anyways.
Should I add the whole "Saint Basil summoning him 100 years after death to kill Julian the Apostate" as a NP? It could be something like "After death Saber's body turns snow white (as it did in his legend) and the master of saber could give him a servant to hunt down by saying "Saber find and kill Lancer"(or any other servant). He would only go after that one target and only has a day to kill the servant specified.
