Yup. Wherever those two fighter jets in Zero came from, he'd probably just go out there and buy the whole force stationed there. We've seen that magically-enhanced guns work reasonably well against Servants so he'll just go and get a lot of them.

A bit late, I realize, but after You's comment I looked into Riding a bit more. Other than Drake, who doesn't have any Riding at all by virtue of /Extra butchering the class skill system, the Rider with the lowest known rank in that skill is St. George, who has B and is explicitly stated to have received a boost to it because he's a Servant that he wouldn't have had in life. Seeing as how Complete Material III says that Rider's class abilities include "high Riding", I think B would be the minimum, and any Rider who would have less than that would have it boosted to B. Of course, there would be exceptions, because there's always exceptions with these things.

Also, now for the Casters, who unlike the Lancers and Archers are not the same basic concept for once.

This requires a tremendous memory that does not forget easily. Inherent knowledge of evil allows her to assess the sins of an individual with a glance. This makes her very pessimistic, but also self-deprecating as she blames herself for those sins.

Self-Suggestion A: Suggestion applied to oneself. A skill that raises resistance against mental interference. At A rank "I do not age = Truly stops aging" level of assumption is possible. Pandora blames herself so completely for releasing the world’s evils that she has changed her own alignment.

High-Speed Divine Words C: The power to activate Thaumaturgy without the use of Magic Circuits. The language of the Age of Gods, back when words played a heavy role in spellcasting. As such, it is power long lost by modern magi. Pandora was never an exceptionally skilled magus, despite her nature as a Divine Spirit granting her high potential. High-Thaumaturgy-level Magecraft can be cast at the speed of Five-Line spells, and Magic Resistance of at least A is needed to negate her spells.

Potnia Theron -: The authority of the Earth Mother, which originated 8000 years ago with the goddess of Çatalhöyük. Those born on this earth cannot defy the authority of the Earth Mother. Pandora was once an Earth Mother goddess herself, but her divinity was washed away by the curses when she opened her pithos. As a result, she no longer has access to this skill.

Noble Phantasms:

A hybrid Noble Phantasm descended from Enki, the Sword of the End, but contaminated by curses, thereby having more long-term potential than its predecessor despite the weaker start. It is a flood of curses trapped by Divine Spirits within a box. When opened, the curses flow out no differently than they would from the corrupted Greater Grail, though smaller in scale, with the intent of spreading across the globe. As life forms are consumed, the size of the flood grows proportionally with the curses that have been wished upon them until becoming a black deluge over the planet. The usage of this Noble Phantasm is detrimental to Pandora’s mental state, and while it has been unleashed, only Angra Mainyu/Elpis prevents her guilt from perverting her into an Avenger class Servant. Originally taking the form of an urn, centuries of mistranslations have reshaped it into a miniature coffin. The existence of Angra Mainyu is descended from this Noble Phantasm.

Angra Mainyu/Elpis: All the World’s Hope

The essence of hope itself which was trapped inside Pandora’s Box along with its myriad curses, and trapped inside after she released them. Normally suffocated by Katastrofikés Pnév̱ma, this Noble Phantasm only becomes active after the box is otherwise emptied. The box at that point ceases being a prison for curses and instead becomes a barrier against them. Regardless of the strength of the curse, all curses are deflected from the area surrounding Angra Mainyu/Elpis. This includes the deluge produced by Katastrofikés Pnév̱ma. The hope also deflects all mental interference. When activated, Pandora opens the box once again to release Hope, which destroys the curses unleashed by Katastrofikés Pnév̱ma. As a result, the box is left empty, and she forfeits both her Noble Phantasms.

Bio

Background: An Earth Mother goddess of ancient Greece, record of Pandora’s divine existence has not survived over the centuries. Only the story of her fall is still known. The titan Prometheus gave men the gift of fire, which brought upon both him and humanity the wrath of Zeus, king of the gods. After binding the immortal Prometheus to a mountain, Zeus relied upon Pandora to bring about his judgment on man. He arranged her wedding with Prometheus’ brother Epimetheus, and the gods gave her many wedding gifts, among which was a pithos from Zeus himself, which she was instructed never to open. Her natural curiosity got the better of her, and Pandora opened the pithos, releasing a flood of curses that swept over her and into the world. The flood stripped her of her divinity, and brought evil into the hearts of men. For centuries afterward she blamed herself as the flood grew greater and greater, until it consumed almost all of Greece, sparing only herself, her daughter, and her son-in-law. Pandora released the final curse trapped within the pithos, Hope, washing away the flood. Having saved the World from her own mistake, she allowed herself to die.

Pandora’s box. A vase called a ‘pithos’ which became a box because of a mistranslation from Greek into Latin ‘pyxis’. A small coffin-shaped bearer of all the curses and evils in the world. Pandora was given the box by Zeus as punishment for Prometheus giving fire to man, and, insatiably curious, she opened it and released the curses inside. The curses corrupted men and brought with them illness and toil. So thick were they that they coalesced into a thick, visible mud, which grew as it consumed more and more curses. As it threatened to end the World, Pandora released her Hope, cleansing Greece of all curses, for a time.

Hope
A concept of wishing for things that may be. A belief that things will get better. It was the one thing inside of Pandora’s box which was not a curse, and the one thing trapped inside when she slammed it shut again.

All-Gifted
A title of Pandora’s. She was said to have been made with many gifts from the gods; in truth, she was not made by them, but was still given many gifts to make the pithos Zeus gave her seem unimportant. The gifts she knew of included clothes, jewelry, and a new name, ‘Pandora’. However, they also gave her more gifts behind her back; the first curses to be wished upon her.

By focusing this skill more, she can craft entirely new weapons out of nothing but curses.

The unbound form of Katastrofikés Pnév̱ma which it takes after Angra Mainyu/Elpis has been destroyed. A thick mud of curses which is one with Pandora, acting as her puppet as much as she is its. With Hope no longer protecting her, Pandora is infested by the curses, locking away all of her power as a Caster, and, in turn, the mud acts as if it were an extension of her body, controlled by her mind. The activation of this Noble Phantasm is a death sentence, a final attack to be used when Pandora can not see her goal through to the end herself. She dissolves the thin boundary between her existence and the flood of curses, releasing all of the curses which have been wished upon her for causing evil to enter the world. The dam breached, her curses become an incomparable deluge to consume the world.

Bio

Background: An existence which never came to pass. A Pandora who gave up all of her hope that things could get better, giving into the flood of curses to become a destroyer. She is one with the deluge of curses which poured from her pithos, and seeks to right the world in the only way she believes it can be: by fighting fire with fire, and using concentrated evil itself to exterminate all other evil. Humanity and evil are irreversibly linked, and so her ultimate goal is to bring about the fifth, final, and greatest Age of Man: the Platinum Age, a time even more pure than the Golden Age when men walked hand-in-hand with divinity, and there was no evil in the world. For, surely, the only way to reclaim the old glory, let alone surpass it, is to eradicate man altogether.

The flood that, descended from Utnapishtim’s Surge, threatened to consume the world. Unlike any other flood, it is not water; it is made up of the thick mud released by Pandora’s box, curses so strong and numerous they have gained physical form. This Noble Phantasm is an opening of the floodgates, a secondary Pandora’s box in which the box is actually Pandora herself. No one has been cursed in the history of man more than the person who caused curses to exist, and no one has cursed her more than herself. She shatters the thin line between “Pandora” and “Pandora’s curses”, dissolving her very essence to release the curses within, adding them to the flood already produced by the box itself. The quantity of curses within her alone is enough to swallow the entire Mediterranean, after which there is no hope of being able to stop it without using the Hope inside her box; which, of course, is already lost.

False Hope
The Greek word for hope, Elpis, is thought to better translate to ‘expectation’. Those who treat it as such interpret that the Hope trapped inside Pandora’s pithos was a final sin that she mercifully kept away from man, the curse of wasting our lives expecting the impossible. With her Hope for a chance at a humanity that is free of evil destroyed, Pandora descends into madness and weeps a thick black mud.

Angra Mainyu
All the World’s Evil. A god of destruction whose true existence was that of an innocent civilian, punished for the sins of the entire human race. He became corrupted into an embodiment of evil because of the curses brought on him by the people around him, but those curses first came from the pithos opened by Pandora. Without her Hope to protect her, she has met the same fate, filled to the brim with evil to become herself a metaphorical Pandora’s box. She is no longer herself, and is instead a living factory to produce curses. If allowed to continue existing, her tears alone would be inevitably sufficient to consume the universe.

The code of laws single-handedly responsible for Hammurabi’s place in the Throne of Heroes. Hammurabi may inscribe laws upon any rock provided to him, but they must be large enough to fit an entire law upon them, and they must be presented clearly in a public area for all to see. Laws inscribed with the Code of Hammurabi are imposed by Divine Authority upon all of the Masters and Servants of the Holy Grail War. Hammurabi may inscribe any law he desires, but he follows his moral compass implicitly in doing so, and multiple Command Spells would be required to force him to make laws against his will. This Noble Phantasm’s presence warrants the summoning of a Ruler, who will use their own Command Spells to counteract those of the Master in the case of them demanding a law which goes against the rules of the Holy Grail War. The vocabulary of the laws is archaic, and refers to Servants as “slaves”. Magic Resistance of A rank is able to resist the laws, but not fully deny them; like a Command Spell, they will cause discomfort and fatigue if gone against.

Bio

Background: Hammurabi was the king of Babylon from 1792 BC until his death in 1750 BC. When he ascended to the throne it was a minor city state whose continued existence hung in the balance, and he spent those earlier decades consolidating his defenses, building stronger fortifications and expanding Babylon’s temples. This continued until the kingdom of Elam tried to pit Babylon against the kingdom of Larsa. After discovering the deception, they formed an alliance to defeat Elam; Larsa, however, contributed little, and Hammurabi then crushed them as well in retribution. By 1763, Babylon had transformed into a superpower spanning across all of southern Mesopotamia. After that first taste of conquest he turned his gaze northward, and continued until all of Mesopotamia fell under his rule. To drive the point home, he laid out a series of nearly three hundred laws to govern all of his people by, and with these laws he ruled the rest of his life unchallenged. Babylon’s glory was not to last, though, and under his son’s lacking leadership, Hammurabi’s kingdom fell swiftly apart.

The “oldest complete code of laws known”, though there are other complete codes which are older. A set of 282 laws set up by Hammurabi of Babylon, which he has remained famous for since their rediscovery. They were notably written in the common tongue, Akkadian, allowing them to be read by any literate person who saw them. Their creation was likely a political move, to show Hammurabi’s power as king, but the blocks of text before and after the list of laws claims that they were given to Hammurabi by the gods. The code is descended from earlier codes of law; even the King of Heroes lived by the code that would eventually become that of Hammurabi.

Lex Talionis
An eye for an eye, a tooth for a tooth. The oldest form of law in existence, in which the guilty party is punished by having equivalent pain inflicted upon them, physically, emotionally, or financially, according to the pain they inflicted on the victim.

A Syrian people who occupied large parts of Mesopotamia around 2000 BC. They raised several city states, of which the most famous was Babylon.

Design Notes

Avenger is unique to Angra Mainyu etc. etc. yes I know. However, I don't see any reason why, after having created it for Angra Mainyu, the Grail wouldn't use it as a class for other Servants similar to him, as opposed to making yet another new class for them. As such, I define the Avenger class as for those who were forced by others to bear sin against their will, as a sort of opposite to the Saver/Savior class. I have yet to think of anyone else who would fall into it, but I won't hesitate to use it if they do.

I don't really get how Divine Spirits work, yet, but I figured that it was a pretty safe bet to assume they could pull of High Thaumaturgy with little issue. I also don't really get how the specifics of descent of Noble Phantasms works, but some divine tampering and a multitude of curses was enough for the aftermath to beat out a prototype's in the long run, I thought, granted that Enki in the short-term is many times stronger.

Hammurabi is like Shakespeare, in that he's not going to last very long in a normal war but can be a fantastic support in teams. He does have a sword, at least, so he's not completely doomed in combat, just... mostly doomed. The one thing I can already feel being pointed out about him is Discernment of the Poor, which I realize means "the ability of those who are poor to discern the characters of others". That said, it fits well enough that I'm basically treating it as a separate skill with the same name and usage, but meaning "the ability to discern those who are poor of character", pretending that its Japanese name is different.

This next Saber was intended to be used in a Heaven's Feel 1 story, set back in the early 1800s. All of the Servants were going to be relatively low-grade so I wrote her all up, and as soon as I finished I remembered that I'd forgotten the "no Asian servants" thing when selecting my Servants. Not a problem in a non-canon war, but as this was supposed to be the first canon Grail War I was forced to bench her. Kept trying to find new places for her, but she keeps getting replaced by other Servants. So you guys get her instead.

Rejection of magecraft on a level beyond the simple Rejection that can be achieved through high prana sources.

• C: Cancel spells with a chant below two verses. Cannot defend against Magecraft on the level of High-Thaumaturgy and Greater Rituals.

Personal Skills

Heart of Harmony
The effectiveness of your attacks is not reduced as significantly when fighting those who could adapt or counter them.

• D: Against those with no ability to perceive her attacks in a unique fashion the effectiveness of Saber’s attacks will not decrease with repeated exposure. Even against people who do have unique ways of perceiving her attacks, it takes longer to adapt to Saber’s attacks than it normally would.

Heritage of the River Gods
The divine blood of a river spirit runs in the holder’s veins, providing bonuses when near rivers and other large sources of fresh water. Equivalent to Divinity of one rank lower than this skill.

• C: Saber is the reincarnation of a minor Japanese river goddess. When immersed in a large enough volume of fresh water, Saber’s wounds will heal at an accelerated rate, and her prana will regenerate more rapidly. While near a river or lake she gains a Plus Modifier to her Agility and can transform some of the water into obscuring mists.

Protection from Missiles
An increased defensive capability against projectiles that can be seen, such as arrows or thrown knives. Cannot defend against mass-area effects.

• B: Increased defense against projectiles through prediction of their flight path. As long as the shooter is within her range of sight Saber can track them down by following the trajectories back to their source.

Heshi-kiri

The Forceful Cutter

Description: The sword used by Saber is a fine katana, known as Heshi-kiri, the Forceful Cutter. By swinging Heshi-kiri five times in quick succession, Saber unleashes a flurry of razor-sharp wind gusts at the enemy, attacking a distance of up to 40 meters away with the wind blades. They have the same strength as if Saber was to actually strike someone with Heshi-kiri itself, simply extending its range and making the attacks hard to dodge due to their invisible nature.

Description: Saber is purported to have twisted the head of Onda Moroshige, an enemy samurai, from his body during the Battle of Awazu, shortly after having her retainership severed by her master Yoshinaka. This Noble Phantasm is a representation of that feat, where if she is able to grasp hold of another person’s head she can make a check against their Strength, and if her Strength is greater than theirs then the foe is decapitated. However, if her contract with her Master no longer exists, her rage and sadness fuels her, allowing her to survive for up to 5 minutes with no contract and prompting to a momentary feat of inhuman strength, bringing this Noble Phantasm up to Rank A+ and allowing her to decapitate any caught foe whose Strength is less than A+.
