Not really familiar with Bakumatsu Japanese history, so I don't really know about this guy or his exploits. The most I remembered were the Shinsengumi who were popular in fiction and Ryouma and his eight polices presented on a ship

You must not read Gudaguda events
In the year 2021, FGO released a total of 4 male Servants. The last 2 came in the last 2 months, so by November there were only 2 of them. And in this November came the 6th Gudaguda event, set in a Final Fantasy 7-style over-industrialized version of the Saitama prefecture. My second favorite event in all of FGO btw. The event featured a few major figures of the Isshin Shishi movement, including our new Servant Takasugi Shinsaku.
Through his design, presence, and personality, Takasugi effortlessly became the most popular character in the event by a landslide. People waited for with heavy antecipation and anxiety for the second week to roll, hoping that he would get a surprise banner despite not having a boss battle.
And then banner 2 had only Ryouma. Takasugi was absent and the fandom went insane over this. It was the big biggest wave of widespread online FGO bashing in the game's history, uniting both sides of the globe in their indignation. I'm not exaggerating here, this freak was so loved that his playable inaccessibility genuinely generated more backlash than the Koyanskaya twist or the 4th Nahui Mictlan delay. It was an insane day to be online.
Oh wow I didn't realize it's already been 2 years, I kept thinking he was only in last year's Gudaguda.

I'd say no way in hell (especially after the mess that is Johanna's kit), but I was also sure we weren't getting Takasugi for at least another six months, so who knows?

Well, with how few ST units we get nowadays, him being AoE is massively probable.
Just remove ST from the game and make it so that damage is split between the amount of targets instead so I can use all my Servants since they're practically all AoE.

Oh, I forgot Muramasa. I counted Percival, Oberon, Ryouma, and Taigong.
The backlash from unplayable Takasugi was hilarious. Even the FGO voice actors and artists were posting on twitter about how upset they were that he wasn't playable. I'm pretty sure he's been the most requested character to be made playable after Arc since then.
