Notice the Stilicho faceclaim kinda looks like Lancelot, which if intentional is actually a fitting touch. Never knew about that one campaign of his. First NP feels very Shielder-y too

Luo Guanzhong is the attributed writer of Romance of the Three Kingdoms and editor and finisher of The Water Margin (or even its author too, depending on who you ask), two of China’s Four Great Classic Novels (Journey to the West and Dream of the Red Chamber being the other two). Beyond that, little is known of his life.
Though he worked mainly with existing material, the additions made and gaps filled in by him became just as essential to his subjects’ legends as anything else about them. He had difficulty staying true to history, if that was even a concern, believing that inaccuracy was a risk worth taking for narrative flow, reader identification, and a sense of resolution. However, said inaccuracy could often be due to his or his era’s own biases, two main examples being the glorification of the Shu Kingdom and vilification of Wei, but he would tell you that readers want clear heroes and villains, and they’d still view his characters in black-and-white terms anyway even if he tried to add nuance.
What he wouldn’t say, at least not out loud, was that if he didn’t put his inaccurate touches on either work, he’d simply be remembered as a historian or compiler, not as an Author. Infusing his personality onto stories people already recognised was his only way of ensuring that the name ‘Luo Guanzhong’ would be as remembered as any hero or event he wrote about.
But being behind Two of the Four Classics, Guanzhong then flew too close to the sun when he tried to add his authorial touch on another book: a Chinese translation of the Necronomicon, never finished due to the original translator naturally going mad. Hence, the more Guanzhong tried to add his own personality to the Necronomicon, the more the opposite happened: the Gods of the Necronomicon started writing him. Guanzhong’s personality was warped to become completely obsessed with filling in any narrative gaps, to insert his control over any legend he came across, and to be unable to tell his own additions from actual history.
The Necronomicon’s Gods do seem to have an odd respect for him, or find him amusing at least, given him being one of very few people to treat the Necronomicon as an actual book and not a tool for power.

Looked at another way, this Skill could also be called ‘Nuance Erasure’.

- Rank B: Very little can be certain about Foreigner’s life, with even basic facts about him like if he even wrote Romance of the Three Kingdoms or existed at all under question. Through the possession of the Necronomicon, which can be read either way, Luo Guanzhong is granted Authority as an Author over any Mystery left unsolved in his Target’s Legend. An undocumented childhood or later years, whether the target may have been a murderer, or how someone with an ambiguous death died (especially effective against other Foreigners, damaging their ties with the Eldritch), which contradictory interpretation was true, the answer Foreigner writes to any of these will be considered definitive, ‘canonical’ even, changing his target’s memory and identity. The remaining Mystery is then offered up to the Necronomicon in exchange.
This Phantasm is limited by Foreigner needing to know what the Servant’s Legend even is in the first place, before he can identify what’s been left unconfirmed about it. Therefore, it works better against Servants, usually further back in time, whose legends are more shrouded in myth, and likewise is much less effective on Servants whose lives are better documented.
Many unsolved mysteries about the Three Kingdoms Era, such as how Liu Bei met Guan Yu and Zhang Fei, how Sun Shang Xiang died, whether Zhuge Liang really was a mage, and many others, were given ‘definitive’ answers by Guanzhong that became legendary in themselves. In essence, this Phantasm is Foreigner’s ability to make any Legend he can his own.

The opening line of Romance of the Three Kingdoms and the statement by which Luo Guanzhong is most known, that which long divided must unite, and long united must divide. That the ages are cycle where the broken is repaired only for the repaired to be broken. Of course, the Necronomicon has a very… ‘unique’ idea of what constitutes unity and division.
The effect of this Noble Phantasm changes depending on whether the scenario Foreigner has been summoned in and be considered ‘united’, such as a Grand Order or 7 vs 7 Great Grail War, or ‘divided’, such as a standard Grail War of seven against each other. Using the Necronomicon, Foreigner can declare either a Divided Age ‘United’ or a United Age ‘Divided’.
The former induces a mass loss of willpower that gradually spreads over the whole vicinity of the Grail War, forcing the populace and any Servants of insufficient mental fortitude or divine protection to lose their wills to the Outer Gods, becoming a mass of devoted followers. The latter gradually spreads a reason-defying madness over the Grail War akin to the madness induced from reading the Necronomicon, where the populace and vulnerable Servants are driven to paranoia and seeing everything as an enemy. Either effect is not the true nature of this Noble Phantasm, but rather the shift between the two states.

Reports reached the king’s ears of a monster residing on Anglesey that killed any who approached the island, and various settlements across the Menai Strait were calling for the king to act.
And so, the Beast of Gaia faced off against the king, Merlin watching on as they battled. Hours passed as they fought, the king finding the monster far beyond anything she had expected.
With the weight of her people on her shoulders, and a firm resolve etched into her very soul, she fought with every ounce of strength her inhuman body could afford her, the Sword of Promised Victory leading her forward.
And then she died.

Huh, haven't had a Bolivar sheet since the first CaS thread (unless there was one I missed)
So, unlike my previous genderbent Servants where there was some basis in their life (or in Kafka's case, the lack of an explanation is the explanation), I don't really have much of a reason with Bolivar, other than his costume looking very Takarazuka-like, and for one big Utena reference of course. I guess you could say it's due to the five female-presenting angels having fused with their Saint Graph.
Also, Knight of Owner has been a Personal Skill before, and weapon improvisation certainly isn't unique to Lancelot when it comes to legendary figures. However, I can replace it with Incitement or Independent Action if anyone thinks it's too much:

Character: The Liberator of the Americas, one who freed six whole countries, Panama, Colombia, Ecuador, Peru, Bolivia, and her native Venezuela, from Spanish rule, holding the record for most countries liberated. All despite having no prior military training, and often fighting with outdated weaponry and on unforgiving terrain.
Harsh and unrelenting in war, their glory days did not transition over into peacetime. Believing an iron grip was needed to rule a land as vast as the then-nation of Gran Colombia, they became the very thing they claimed to despise most: a king-like dictator. This got them banished from their own homeland of Venezuela and forced to leave for Europe, only to die from tuberculosis at the northern reach of Colombia.
One might expect a quite severe personality from Rider, and one then be surprised to find she’s quite the personable type. She’s a massive reader, having studied Enlightenment philosophy and past revolutions like the French and American obsessively. Yet she’s just as adept in social situations like speaking, dancing, and even flirting, still carrying a gentlemanly charm and swagger while appearing as a woman. Her quick temper though gives her little patience for the tomfoolery of others, and she can flip her switch to strict and authoritative whenever things have been disturbed.
That scarier side of her emerges fully in battle, with her ruthless in her refusal to spare enemies and take prisoners, executing the defeated instead. She sees non-allied Masters as her enemy like any other and will not hesitate to target them as much as their Servants. She says she’s aware how harsh she may seem but will insist that the revolution would have never been won had she been any more merciful. However, it is dawning on her that while she won the war, that same ruthless mindset only made her a much less of a peacetime ruler, and she must acknowledge that a Grail War can be a different case entirely to the Wars of Independence (smaller numbers for one). She can still find some sympathy for a Servant mistreated by their Master.

Non-weapons cannot be wielded as weapons, let alone become Phantasms, but poor-quality weapons can be wielded with the same power and efficiency as high-quality ones.

- Rank A: Rider’s name is all but synonymous with rebel leadership, holding the record for countries liberated at six. Her army encompassed numerous peoples and nations, both within and beyond South America.

The ability to employ wider-ranging means beyond tactics to conduct decisive battles, as if they’re over before the fighting’s begun.
- Rank B: The Battles of Boyacá and Carabobo were two of Rider’s greatest victories, which saw dramatically lower losses on her side compared to the enemy forces.

The two animals that were inseparably side by side with Rider at the height of her campaigns, her white steed Palomo beneath her and hound Nevado running alongside. Palomo was told in legend as being destined for Rider, dying upon being given to another warrior, while Nevado earned Rider’s respect through his own bravery that he was brought on campaign. Both are acclimated to dashing through the mountainous terrain of the Andes and Coastal Ranges.
Charging forth atop Palomo, the icy winds of the Andes begin to swirl around Rider’s steed and hound, gaining in intensity with Palomo’s charge picking up speed and cold with Nevado’s. Approaching the enemy, Rider barrels right into them with the shock of the mountain gale, while Nevado leaps to tackle any enemy dodging to the side.
This Noble Phantasm is exclusive to Bolivar in the Rider class. Summoned as Saber, her sword World Revolution would rise from armament to full Noble Phantasm status, where it’d be able to disappear and reappear in her hands. As Berserker, she’d have the Decree of War to the Death as a Noble Phantasm.

At the site of one of Rider’s greatest victories, the Puente de Boyacá, stands a monument with them surrounded by five angels, each representative of the Bolivarian countries of South America: Venezuela, Colombia, Ecuador, Peru, and Bolivia. Each of them would be a Principality, the third tier in the Angelic Hierarchy tasked with watching over nations.
In this Noble Phantasm’s partially activated form, a set of wings appear on her temples (Venezuela), two sets for four wings behind her shoulders (Colombia and Ecuador), and a set each around her ankles (Peru and Bolivia), with Panama represented by a halo. This makes her capable of flight and instils a Holy element into each of her attacks. By expending extra mana, she can also materialise four of these wings on Palomo around each hoof, and the last set around Nevado.
The fully activated Noble Phantasm sees that halo expand into a full Bounded Field, four of the Angels at the directional edges, the fifth (Venezuela) flying above, and with Rider in the centre. Each angel wields power over a force of nature found in their nation, Venezuela over lightning (Lake Maracaibo), Colombia over liquid gold (El Dorado), Ecuador over lava, Peru over solid rock, and Bolivia over sunlight (Isla del Sol), with them specialising in creating minions or ‘soldiers’ and mounts out of these elements with Bolivar in the Rider class. Close combat with Rider also gets exceptionally risky, as stepping into the Bounded Field lets the angels quickly encircle the opponent.
