A Stranger-class Servant? No, it's the opposite. This particular spirit is more of a counterweight to the class system altogether. It can manifest in any class container, but that doesn't mean it has a class. Hm, maybe I'm being too vague.
It has a certain attribute of fictionality. In other words, it enters a class container, and then it removes the class attributes from it immediately. Rather than Stranger - a rejection of the class system - this Servant is one which can accept the moniker of any class while simultaneously denouncing that moniker as imaginary.
The class applied to it is always considered fiction by the Servant itself. The class name's a formality, and it doesn't differ at all between manifestations. This means it also lacks any class skills, of course, but the similarity is superficial.
It just so happens to lend credence to my theory that Stranger is not actually the results of an absence of a class per se... It doesn't reduce the class to a null value or wave it away into fiction. There's something real there, something to be specifically affirmed by the very act of classifying it...
A means to classify that which can't be classified in any other way, while simultaneously affirming its existence... But what could you possibly hope to achieve with such a roundabout method?

The most crucial aspect of this Servant’s manifestation. As the nature of their legend is “a story about stories”, they have become a fluid existence that can take on the tales of others as their own. This manifests as a Continuously Active Noble Phantasm in which they “consume” stories.
When provided with a tale, they can assimilate it, altering their Saint Graph in order to manifest as a select character from that tale as if they were that character summoned as a Servant. As such, their parameters are also adjusted accordingly, with the exception of their Luck stat, which is static. The story can be contained in any medium, but the costliness of the assimilation is variable, depending on the comprehensibility of the medium to human beings in the era in which it is summoned. For example, a book would be the easiest to assimilate, whereas a CD would be more difficult, and many cave paintings would be completely unusable.
Upon assimilating a character, their Saint Graph will do the best it can to replicate that character in Servant form. In the event that they are given the legend of another Servant to process, they will be able to perfectly mimic them and their abilities, albeit with all Ranks reduced by one. In addition, they have more trouble emulating some characters than others - the L’Umana Commedia is incapable of replicating certain factors such as Divinity, and in order to get best results, it is important to take into consideration various things such as the Alignment and Attribute.
If multiple characters are assimilated, either that character can gain its own spiritual body, or that character will be fused into the original spiritual body. As the Saint Graph splits, it goes without saying that the magical energy and thus power of the Servant is also split evenly between them. In this case, up to ten bodies can be formed. If the character is fused into an existing body, up to ten skills can be held. In sacrificing two “skill slots”, one Noble Phantasm can be obtained instead. With use of both methods, up to 100 characters can be used by this Noble Phantasm at once.

Phantom
A spirit of fiction with a poor foundation. They would not normally be summonable as Servants due to their poor scale and being unable to properly fill a class container. The ten narrators themselves are not Phantoms: they qualify as Wraiths, and somehow managed to scrape into the category of Heroic Spirit Candidate together as a collective. The essence of their constitution allows them to expand on their their absolutely minimal abilities by accumulating Phantoms.

In the midst of this wave of death, a group of ten fled from the city of Florence in desperation. They wished to escape, to survive, and all they could do was run. They found themselves before long in a deserted villa far from home. There was nothing to do or be done but to die. For those whose greatest wish was humble survival, there was no way that such a thing would be allowed by them. The ten endured.
With nothing else to do, they told stories. Every night, they sat around in a circle, and they took turns exchanging their tales, recording them so that their essences would survive even if the Reaper were to steal their lives away. For ten nights in a row, the ten told a story each, and those hundred tales were bound in a book named the Decamerone.
The stories have become theirs, their ten souls united as a single Heroic Spirit, all themselves a tale that could never be told alone - a combined Servant among combined Servants.

Due to their nature, they cannot speak except through characters they have absorbed - resulting in a situation where their only valid catalysts are works of fiction. However, due to their common alignment of Chaotic ███, they have a particular affinity for those kinds of characters.

Hides one's presence as a Servant. Suitable for spying. It is possible to disappear completely and become nearly impossible to be detected. The rank of Presence Concealment drops considerably when preparing to attack. This skill is caused by Stranger’s natural desire not to stand out or have any impact on reality. The skill considerably drops when he begins to exert an effect on the world and be part of the story. Any other potential “class skills” they might have had have been sealed by the Stranger class/

A Skill that denotes one skilled in the observation of things of an “irregular nature, in other words the Imaginary Number space. Essentially, this skill is literary analysis, but the authors don’t exist, so what are you analyzing? This skill allows for the understanding of and manipulation of non-existent concepts and fictional characters.

Literary Theory (EX)
A crystallization of Stranger's status as a completely non-real concept, clinging to the wraith of Roland Barthes to have any form of existence. However, if they are in truth the Death of the Author phenomenon, then they include every single fictional work into their saint graph. A bastardized, unhallowed copy, but still. This skill essentially lets them “junk up” their Saint Graph with the works that they have. Fiction is stranger than truth, so in the Stranger class, their own truth is malleable. It allows them to rewrite minor parts of their existence, such as injuries and stats. A downside of this skill is lack of a physical body (when not using it) besides that of an almost completely human author.

What is his Territory? All of Russia in the times of the Soviets. To take him away from his country is to remove all meaning from his existence. Stalin IS the state. He would like to portray himself as its benevolent patriarch and this skill allows him to turn any area that he controls into his paradise of Russia, a happy communist industrial paradise. The kind of Utopia that you’d see on posters and in films, once again.

A Skill similar in nature to Innocent Monster, albeit intentionally gained by Stalin. The Servant's appearance and attributes have been distorted to conform to their own personal personality.
Equates Caster to the ultimate hero of communism. It alters his very nature to make him seem unable to reproach or argue against. To fight against Stalin is to fight against the State. Essentially, Stalin is always right as he is the State and knows what's best for it. In any territory he is in, the people will obey, follow, and love him. This effect even extends to the land in which he has found himself.

Man of Steel: A
A composite skill consisting of Determination of Steel, Incitement, and Charisma. It also applies a bonus to his physical parameters. It is a skill deriving from the name Stalin itself which means literally “man of steel”, symbolizing two of his many facets. In his younger days, Stalin was a steel-hearted revolutionary, who has been through countless arrests, solitary confinements and exiles, while also had incited numerous mass rallies and strikes, in order to spark the revolution. In later years he became a true leader, who mercilessly SAVING Russia by getting rid of “class-enemies”.

This phantasm is essentially Stalin’s nature as a cult of personality. It purges any bad parts of Stalin. His appearance changes to fit an ideal. He becomes a genius beyond all things and invulnerable to damage. Reality becomes a movie about how great communism is. This phantasm lets Stalin stur up a crowd of loyal supporters all willing to die in the great ideal that he is. During the use of this phantasm, his Saint Graph is indistinguishable from that of Stalin’s. This is possibly his greatest performance.

Caster’s true name is Joseph Stalin, a man who through an iron fist and purges ruled Soviet Russia. Despite his horrific actions, he still remained extremely popular among the people and was seen as their benevolent father. That’s all Stalin is, just an extremely dedicated man who wants the best for his country. A visionary of the goods of communism who helped bring Russia into greatness. (Or at least, that's how he'd like to be seen. That's why he hired...)

Faker's true name is Mikheil Gelovani, the actor who played Stalin in a collection of propaganda films. Using his handsome face as a frontman, he became synonymous with Stalin and essentially allowed Stalin to rewrite his own history. In one anecdote, he was able to convince Stalin himself that he was Stalin. Gelovani likes to claim that he has no ego, that he’s content in playing such an important figure. He tries not to break character no matter what, covering up a goofy side of him. Whether or not he actually believes in his own narrative is up for debate, but probably not.

I just had this idea in a jiff and wrote it up. Disclaimer: I do not support Stalin or think what he did was right.
Any advice or thoughts? I'm having fun with formatting now though.
EDIT: NVM, But I am doing a lot of false identity servants. This is probably a bad version of Bn's Scarlet Pimpernel, as its a similar thing, just with probably less character in it.

I came up with multiple skills for him and he's acting as a Faker for Stalin and the idealized image for Stalin. I think he can get in.

1. Both of his personal skills are pretty unique to him.
2. Since in Russia, he did get pretty famous and was people's image of Stalin (like, when people thought of Stalin, they tought of his face), which I think is cool enough to let him be a servant.
