I'm curious if QSH survived the Ruler ban because he's from a Lostbelt. As in that he's an existence that deviated greatly from the records on FGO's Earth.
Also, imagine if Holmes survived the ban purely because he was forced into the Ruler class rather than it actually being his class.

I'm headcanoning Metatron not judging them because they're not from PHH, which is what she's judging apparently.
Although that brings up the wasted potential of not having them present to have a third viewpoint, namely that of the Lostbelts.
Mind, it'd probably have turned the chapter even busier than it is. And they're not a Higashide character so I can see him not wanting to touch upon another writer's character in the main story.

Astraea kind of is by virtue of being the one writing her in a main story chapter to begin with. But the point stands.
Shi Huang is the only main story Ruler who doesn't appear in Trinity Metatron so it could be that Metatron is simply not aware they exist.
Probably so you don't roll a servant and immediately they're gone from your database
Maybe QSH is the only ruler to practice the proper neutrality dictated by Metatron, helping Chaldea while re-launching his lostbelt in the background waiting for the moment we fail
alternatively, God therefore Metatron has no power over Xians
Maybe QSH in Chaldea occupies the same dubious space as the summer/Gudaguda Rulers
Just for comparison sake, this was Amakusa's case in Apocrypha where he was cheated into the Ruler-class by the Einzberns. However, Amakusa's summoning in FGO is different. From his 1st interlude, it is apparently because of his previous summoning in Apocrypha that served as a precedent case that seemingly allowed him to be readily summoned as a Ruler.
But, even then, the reason given in FGO is just speculation, right? In the end, he was Link Closed because of his appearance in OCIV like other OCIV Rulers. So, yeah, QSH's case is probably just because he didn't appear in OCIV, Lostbelt servant, or some other grey area.

grand system choice paralysis is killing me

Shiki locked in for main, need bond 14 to go for 120 but thats ok (did a 10 roll in gacha since i'm broke anyway but no lucky np3)
Choice between Okitan and Penguin, both are 90/3, 3 appends which prevent me from going 120 right away but i could reach 120 with bond eventually so its fine-ish
BERSERKER: Lilith and Kriem are both 120/5 already
LANCER:
Main probably goes to Biscoine just because she's 100/4 already, i will take her to 120 later

if you have a servant with a trait that allows full buffs from BBDubai, then she can be insanely good
If she's np2/grailed, she can farm pretty well for an arts servant
But she is not replacing Castoria in any way. The only way she can sorta sub for Castoria if you are running 2 dealers team so you can use BBDubai's support NP for NP damage/NP charge
